世博规范：全球推广与中国实践

【摘要】：世界博览会是由一个国家的政府主办，多个国家、地区、国际组织参加，以展现人类在社会、经济、文化和科技领域取得成就的国际性大型展会，是一项世界性、非贸易性、大规模的产品展示和技术交流活动，是不同文明交流的重要方式，也是各国综合国力的展示台。世博会起源于1851年的伦敦万国工业产品博览会，在160多年的发展历程中形成了一整套国际规范。本文首先介绍了世博会的含义与发展历程，并对国际展览局这一国际组织进行了深入研究后，以国际政治发展角度、主办国与参展国角度、国际关系中的城市行为体角度，全面研究了国际关系视野下的世界博览会。进而，本文从国际关系规范理论的角度切入，认为世博会本质上是由国际展览局各成员国协商创立并随着国际社会的发展而变化的一项制度规范。国际展览局对规范的倡导明显地体现在世博会申办、运行、展览等方面。本文将这些实践中形成的、且与世博会密切相关的国际规范提炼为“世博规范”这一概念，并依次阐述了世博规范体系所包含的五大规范：申请注册的规范、组织者与参展者的规范、展览的规范、环境保护规范与追求和平的规范。接下来，本文以2010年上海世博会为例，，分析了上海市在申办、筹办和举办世博会期间学习、运用、创新世博规范，最终取得2010年上海世博会成功的。研究上海世博会这一案例的意义在于，全面揭示我国对某一类国际规范的学习与落实情况。最后，本文从上海实践世博规范的基本事实出发，试析了中国在积极参与国际体系进程中，应当如何积极学习、适应国际规范，从而进一步融入国际体系，发挥中国在“维护世界和平、促进共同发展”历史重任中的作用。
[Abstract]:The World Expo is an international exhibition hosted by a government of a country, attended by many countries, regions and international organizations to showcase the achievements of mankind in the social, economic, cultural and technological fields. It is a worldwide, non-trade exhibition. Large-scale product display and technology exchange activities are important ways to communicate with different civilizations, and are also an exhibition of the comprehensive national strength of various countries. The Expo originated in 1851 at the London Universal Industrial products Exposition, and formed a set of international norms in 160 years of development. This paper first introduces the meaning and development of the World Expo, and then makes a thorough study of the International Exhibition Bureau, and from the perspective of international political development, the perspective of host countries and exhibitors, the perspective of urban actors in international relations. A comprehensive study of the World Expo under the vision of international relations. Furthermore, from the perspective of the normative theory of international relations, this paper holds that the Expo is essentially a system norm created by the member states of the Bureau of International Exhibition through negotiation and changing with the development of the international community. The BIE's advocacy for the norms is evident in the application, operation and exhibition of the Expo. In this paper, the international norms formed in these practices and closely related to the Expo are refined into the concept of "Expo norms", and the five major norms contained in the Expo normative system are elaborated in turn: the norms for application for registration. Standards for organizers and exhibitors, norms for exhibitions, norms for environmental protection and norms for the pursuit of peace. Then, taking the 2010 Shanghai World Expo as an example, this paper analyzes the study, application and innovation of the Expo norms during the period of Shanghai's bid, preparation and holding of the Expo, and finally obtains the success of the 2010 Shanghai Expo. The significance of studying the case of Shanghai World Expo lies in revealing the study and implementation of a certain kind of international norms in China. Finally, starting from the basic facts of Shanghai's practice of Expo norms, this paper tries to analyze how China should actively learn and adapt to international norms in the process of active participation in the international system, so as to further integrate into the international system. Give full play to China's role in the historic task of safeguarding world peace and promoting common development.
