上海世博会省区市联合馆施工布展项目管理研究

【摘要】：中国国家馆与中国省区市联合馆是世博会中国馆的二个重要组成部份,在世博运营阶段,省区市联合馆以其极具特色的展示效果吸引了大量游客,为中国馆乃至整个世博园区的运营作出了巨大贡献。在成功的背后,省区市的整个参展工作凝聚了组织方、参展方及各参与团队的辛勤与智慧,可以说省区市的施工布展工作是一次融合展览项目与建筑工程管理二个行业管理的实践。作为一个展示项目省区市联合馆包含了31个省区市馆及公共区域的展示工程,同时区别于一般商展项目的是省区市联合馆在施工布展阶段经历了类似工程建设的几个阶段,即:建(构)筑物的搭建、设备安装、展馆装饰及展项布置、总体调试等各个阶段。与一般工程建设项目相比较,省区市在项目实施过程中延伸出了组织方的概念,组织方在施工布展的整个过程中是公共区域的业主方,同时又是31个省区市展馆建设、施工布展的协调方,31个省区市参展方作为各自场馆的建设方对各展馆承担主体责任,因此省区市联合馆施工布展项目具有参与方多、管理界面及职责不清晰的特点。本文首先分析政府投资项目及一般商展项目的管理模式、组织机构模式,总结归纳了省区市参展工作的特点及前期存在的问题,在客观分析的基础上从组织机构、职能设置方面进行优化调整,通过对项目实施过程中的关键要素的控制、管理从而确保国内参展工作整体推进。省区市联合馆的施工布展总体而言可以归结为二个层面的协调管理,即:组织方与参展方之间同属与政府部门之间的协调、管理,以及主场管理与各展馆搭建团队之间的管理。省区市联合馆施工布展充分体现了组织方以共同的目标为出发点,引导31个具有政府背景的参展方共同实施一个大型项目体系管理的过程,在成功完成施工布展任务的同时,也为今后商展项目的管理模式、管理方法提出了一个新的思路。
[Abstract]:At the stage of the Expo operation , the provincial and municipal joint libraries have made great contributions to the operation of the Chinese Pavilion and the whole World Expo Park . In the background of success , the whole exhibition work of the provincial and municipal cities has condensed the hard work and wisdom of the organization , the participating parties and the participating teams , and it can be said that the construction and exhibition work of the provinces and cities is the practice of the two industry management of the exhibition project and the construction project management .

As a demonstration project , the provincial and municipal joint library includes 31 provinces and municipalities and public areas . It is different from the general commercial exhibition project , which is the construction of construction , equipment installation , exhibition hall decoration , exhibition layout and general debugging .

This paper first analyzes the management mode and organization mode of government investment project and general commercial exhibition project , summarizes the characteristics and problems existing in the prior period , and optimizes adjustment from the organizational structure and function setting on the basis of objective analysis . Through the control and management of the key elements in the project implementation process , this article will ensure the overall advancement of the domestic exhibition .

At the same time , the construction layout of the joint house of the provinces and cities reflects the process of organizing the management of a large - scale project system jointly between the organization party and the exhibition party , and guides the 31 participating parties with the government background together to implement a large - scale project system management process . Meanwhile , a new idea is put forward for the management mode and management method of the future commercial exhibition project .
