贵州科技馆员工绩效考核体系设计

【摘要】:我国事业单位在社会发展进程中起着非常重要的作用。随着社会主义市场经济体制的不断完善,相应配套政策的出台,搞好全国事业单位机构改革可以调动人员的积极性,激发事业单位的活力和创造力,提高事业单位的服务效率和服务水平,使事业单位更好地发挥其社会公益性服务功能。贵州科技馆作为公益性事业单位是以提高公众科学文化素质为目的,组织实施参与式、互动式的科普展览及其他社会化科普教育活动的科普教育场所,是面向广大公众特别是广大青少年开展多种形式的科普教育活动、积极推动青少年科学素质提高的公益性场馆,是实施科教兴国、人才强国战略和可持续发展的基础设施。随着社会发展和人们对科普教育的需要,科技馆的社会责任越来越大,将现代先进的绩效考核方法科学合理地运用于科技馆的员工绩效考核,并将考核结果同奖惩、工资、职务升降、辞退等环节挂钩,能有效地激发员工潜力,提高工作质量和效率,从而提高工作效能。 本文在介绍国内外公共部门绩效考核发展现状的基础上,从公共部门绩效考核的相关概念和基本理论方法入手,对贵州科技馆员工绩效考核的现状及存在的问题进行了归纳和分析,在问题分析的基础上,对贵州科技馆员工绩效考核体系进行了设计,并对科技馆实施绩效考核做出了可行性分析,提出了实施中可能存在的问题以及完善绩效考核工作的对策。
[Abstract]:Institutions in our country play a very important role in the process of social development. With the continuous improvement of the socialist market economy system and the promulgation of corresponding supporting policies, the reform of institutions nationwide can mobilize the enthusiasm of the personnel and stimulate the vitality and creativity of the institutions. Improve the service efficiency and service level of institutions, so that institutions better play its public welfare service function. The Guizhou Science and Technology Museum, as a public welfare institution, is a popular science education place for the purpose of improving the scientific and cultural quality of the public, organizing and implementing participatory and interactive science popularization exhibitions and other socialized popular science education activities. It is a public welfare venue for the general public, especially young people, to carry out various forms of popular science education and actively promote the improvement of the scientific quality of young people. It is also the infrastructure for the implementation of the strategy of rejuvenating the country through science and education, the strategy of strengthening the country by talents and the sustainable development. With the development of society and people's need for popular science education, the social responsibility of science and technology museum is more and more great. The modern and advanced performance appraisal method is applied scientifically and reasonably to the performance appraisal of the staff of the science and technology museum, and the result of the appraisal is the same as the reward and punishment, the salary. The link between job promotion and dismissal can effectively stimulate the potential of employees, improve the quality and efficiency of work, and thus improve the efficiency of work. On the basis of introducing the present situation of public sector performance appraisal at home and abroad, this paper starts with the related concepts and basic theoretical methods of public sector performance appraisal. This paper summarizes and analyzes the present situation and existing problems of staff performance appraisal in Guizhou Science and Technology Museum. Based on the analysis of the problems, the performance appraisal system of Guizhou Science and Technology Museum staff is designed. The feasibility of implementing performance appraisal in science and technology museum is analyzed, and the possible problems in the implementation and the countermeasures to perfect the performance appraisal are put forward.
