如何在重大国际事件中发挥公共外交的作用

【摘要】：公共外交是于上世纪产生并在进入21世纪以后开始迅速发展并被广泛应用的新型外交形式。公共外交的兴起体现了当前国际关系中行为主体的多元化趋势,以及行为主体所面临的矛盾的复杂性,它的发展是对传统外交制度的完善和对外交方式的创新,因此公共外交也日益受到政府和其他行为体的关注。重大国际事件是公共外交的重要平台。随着经济的发展及国际地位的提升,中国逐渐开始承办越来越多的国际会议、国际赛事以及国际会展,利用重大国际事件推行公共外交、提升国际形象成为中国公共外交的普遍做法。2010年上海世博会是中国近年来承办的重要的国际会展,同时也是一次受众面广泛、影响范围巨大的公共外交活动,为研究重大国际事件在公共外交中的作用提供了成熟的案例。本文以我国举办的最典型的重大国际事件——上海世博会为例,通过研究上海世博会期间的公共外交活动以及对世博会公共外交效果的评估来论证重大国际事件在公共外交中的作用,同时以此分析在重大国际事件中影响公共外交效果的因素,为今后我国在重大国际事件中推行公共外交提出可行的建议。
[Abstract]:Public diplomacy is a new diplomatic form which has been widely used since the beginning of the 21st century. The rise of public diplomacy reflects the pluralistic trend of behavior as the main body in the current international relations, and the complexity of the contradictions faced by the actors. Its development is the perfection of the traditional diplomatic system and the innovation of the diplomatic mode. Therefore, public diplomacy is also increasingly concerned by the government and other actors. Major international events are an important platform for public diplomacy. With the development of the economy and the promotion of its international status, China has gradually begun to host more and more international conferences, international events and international exhibitions and exhibitions, using major international events to promote public diplomacy. The 2010 Shanghai Expo is an important international exhibition hosted by China in recent years. At the same time, it is also a widely received and influential public diplomatic activity. It provides a mature case for studying the role of major international events in public diplomacy. This article takes the Shanghai World Expo, the most typical major international event in China, as an example. To demonstrate the role of major international events in public diplomacy by studying the activities of public diplomacy during the World Expo in Shanghai and the evaluation of the effectiveness of public diplomacy at the Expo. At the same time, this paper analyzes the factors that affect the effect of public diplomacy in the major international events, and puts forward some feasible suggestions for our country to carry out public diplomacy in the future.
