云南省沿边金融开放中的农村普惠金融发展研究

【摘要】:普惠金融是指能够有效、全面地为所有社会阶层和社会群体提供服务的金融体系,旨在让列于正规金融体系之外的农村居民、贫困人群及小微企业,能有效及时地获得价格合理、安全快捷的金融服务。在党的十八届三中全会上“发展普惠金融”被正式列入《中共中央关于全面深化改革若干重大问题的决定》。作为沿边开放的桥头堡,云南省在发展普惠金融方面率先进行尝试,近年对省内县域农村金融市场改革投入不断加大,各种新型的农村金融机构快速发展,金融服务在省内县域农村地区的覆盖水平逐年提高,在金融支农方面取得了一定的成果。《云南省广西壮族自治区建设沿边金融综合改革试验区总体方案》(银发〔2013〕276号)将沿边金融综合改革试验区在昆明市和云南省内沿边8个州市确立起来,不仅有利于云南省进一步发挥面向东南亚桥头堡的作用,同时有利于进一步加快人民币跨境结算的发展,给全省金融发展增添了新的动力。对云南省农村普惠金融的发展而言,更是一次重大的机遇。改革试验区内各州市可以借此机遇进一步加快完善农村地区普惠金融发展,带动农村地区经济金融发展水平的提高,为全省农村普惠金融的发展提供借鉴的范例。通过对云南省近年农村普惠金融发展的现状进行具体分析后发现,农村普惠金融的发展在需求和供给以及政策支持方面还存在许多问题。本文通过借鉴普惠金融的体系框架,从金融需求和供给的视角,结合大量调研和统计数据,对云南省沿边金融开放地区农村普惠金融需求现状、供给现状进行了具体研究分析发现,目前云南省农村普惠金融发展存在着农户和农村中小企业有效需求不足,金融机构管理体制缺乏灵活性、“立足三农”观念不够强、金融服务与产品创新力度不够等比较严重的供求失衡问题。在制约农村普惠金融发展的相关问题上,从农户、农村中小企业、传统和新型农村金融机构、农业保险、支付和信用体系、监管以及政策环境方面进行了深入的分析。在文章最后相应地从上述角度提出加大政策扶持和引导改善农村金融需求、加大对农村金融机构改革增加有效金融供给、对农村金融机构实行差别化监管、利用云南省沿边金融开放的政策优势推动省内农村普惠金融发展、加大政策扶持力度支持省内“三农”发展等相关方面的对策和建议。
[Abstract]:Inclusive finance is an effective and comprehensive financial system that provides services to all social strata and groups. It aims to reach rural residents, poor people and small and micro enterprises listed outside the formal financial system. Be able to obtain reasonable price effectively and timely. At the third Plenary session of the 18 CPC Central Committee, "Development of inclusive Finance" was formally listed in the "decision of the CPC Central Committee on comprehensively deepening Reform", which served as a bridgehead along the border. Yunnan Province has taken the lead in the development of inclusive finance. In recent years, the investment in the reform of rural financial market has been increasing, and various new rural financial institutions have developed rapidly. The coverage of financial services in the rural areas of counties in the province has increased year by year. Some achievements have been made in financial support for agriculture. "General Plan for the Construction of the Border Comprehensive Financial Reform area in Guangxi Zhuang Autonomous region, Yunnan Province" (Yinfa, 2013No. 276). The pilot area of comprehensive financial reform along the border will be established in Kunming City and 8 bordering cities in Yunnan Province. It is not only conducive to Yunnan Province to further play its role as a bridgehead for Southeast Asia, but also conducive to speeding up the development of cross-border settlement of RMB. It has added new impetus to the financial development of the whole province. It is also an important opportunity. The cities and towns in the reform pilot area can take this opportunity to further accelerate the development of inclusive finance in rural areas and promote the improvement of the level of economic and financial development in rural areas. It provides an example for the development of rural inclusive finance in Yunnan province. Through the analysis of the current situation of rural inclusive finance in Yunnan Province in recent years, it is found. There are still many problems in the development of rural inclusive finance in terms of demand, supply and policy support. This paper uses the institutional framework of inclusive finance for reference from the perspective of financial demand and supply. Combined with a large number of research and statistical data, the paper analyzes the current situation of rural inclusive financial demand and supply in the border financial open area of Yunnan Province. At present, there is insufficient effective demand for rural households and small and medium-sized enterprises in the development of rural inclusive finance in Yunnan Province, the management system of financial institutions lacks flexibility, and the concept of "based on agriculture, rural areas and farmers" is not strong enough. Financial services and product innovation is not enough and other serious imbalance between supply and demand. In the constraints of rural inclusive financial development related issues, from farmers, rural small and medium-sized enterprises, traditional and new rural financial institutions. Agricultural insurance, payment and credit system, supervision and policy environment are analyzed in depth. At the end of the article, the author proposes to increase policy support and guide rural financial demand from the above point of view. Increase the reform of rural financial institutions to increase effective financial supply, rural financial institutions to implement differential supervision, using the edge of Yunnan Province to open the financial policy advantages to promote the development of rural inclusive finance in the province. Strengthen policy support to support the development of agriculture, rural areas and other related aspects of the countermeasures and suggestions.
