中国碳金融的发展策略与路径分析

【摘要】：作为人类走向生态经济文明的切入点,低碳经济已进入各国的发展战略,碳金融作为推动低碳经济发展的关键备受瞩目。碳金融是环境金融的一个分支,是旨在减少温室气体排放以及转移碳交易风险的各种金融制度安排和金融交易活动,既包括碳排放权及其衍生品的交易、低碳项目开发的投融资,也包括碳保险、碳基金以及其他相关金融中介活动及碳交易币种的确定等制度安排。碳金融发展的经验比较与路径分析表明,中国虽然是全球碳交易主要的供给方,但处于碳金融产业价值链的末端,低碳金融处于起步阶段。因此,应以合并共赢、立足国内的发展策略,以相关立法、统一的碳交易体系、多角度的金融创新、激励政策和中介机构的培育来推动碳金融发展。
[Abstract]:As a breakthrough point for human beings to move towards ecological economic civilization, low-carbon economy has entered the development strategy of various countries. Carbon finance, as the key to promote the development of low-carbon economy, has attracted much attention. Carbon finance is a branch of environmental finance. Is a variety of financial institutional arrangements and financial trading activities aimed at reducing greenhouse gas emissions and shifting carbon trading risks, ranging from trading carbon emissions rights and their derivatives to investing in and financing the development of low-carbon projects, as well as carbon insurance, Institutional arrangements such as carbon funds and other related financial intermediation activities as well as the determination of carbon trading currencies. The empirical comparison and path analysis of the development of carbon finance show that although China is the main supplier of carbon trading in the world, However, at the end of the value chain of carbon finance industry, low-carbon finance is in its infancy. Therefore, it is necessary to combine and win, base on domestic development strategy, adopt relevant legislation, unify carbon trading system, and innovate from many angles. Incentives and the nurturing of intermediaries to promote the development of carbon finance.
