包商银行事业部制改革存在的问题及对策研究

【摘要】：面临当前严峻的国际经济形势,我国经济增速逐渐放缓,金融体制改革不断深化,利率市场化逐步推进,金融行业竞争愈加剧烈,作为中小银行的一员,由城市商业银行发展而来的包商银行面临着前所未有的压力,要想在困境中求发展,包商银行必须转变思维,寻找突破口,探索事业部制改革之路。本文首先对包商银行实施事业部制改革的现状,从组织架构、经营业绩、管理能力和绩效考核方案的方面进行了分析,从而总结出包商银行实施事业部制改革存在的一系列问题。然后针对这些问题,文章借鉴国内外商业银行的组织结构模式和事业部制改革的相关经验,具体分析了渣打银行、德意志银行和民生银行的事业部制改革所带来的启示。最后,通过前面的理论分析和案例研究,提出了完善包商银行事业部制改革的对策建议。包商银行事业部制改革才刚刚开始,中小银行的成功经验少之又少,本文所提出的观点和结论仍需通过日后的研究不断的完善,力争能为包商银行的事业部制改革的推进和其他中小商业银行的组织模式变革提供有借鉴意义的观点建议。
[Abstract]:In the face of the severe international economic situation, China's economic growth rate is slowing down gradually, the financial system reform is deepening, the interest rate marketization is advancing step by step, and the competition in the financial industry is becoming increasingly fierce. As a member of the small and medium-sized banks, The contractor banks developed from the city commercial banks are facing unprecedented pressure. If they want to develop in a difficult situation, the contractor banks must change their thinking and find a breakthrough. This paper first analyzes the current situation of the implementation of the reform of the Ministry system in the contractors' banks, and analyzes the organizational structure, business performance, management ability and performance appraisal scheme. In order to sum up a series of problems existing in the implementation of the reform of the Ministry of undertaking system in the contractor Bank, this paper analyzes Standard Chartered Bank in detail by referring to the organizational structure model of the commercial banks at home and abroad and the relevant experience of the reform of the Ministry of Business system. Finally, through the theoretical analysis and case study, This paper puts forward the countermeasures and suggestions to perfect the reform of the Ministry system of the contractor Bank. The reform of the Ministry system of the Bank of contractors has just begun, and the successful experience of the small and medium-sized banks is very few. The viewpoints and conclusions put forward in this paper still need to be continuously improved through the future research. It can provide some useful suggestions for the promotion of the reform of the undertaking department system of the contractor bank and the reform of the organizational model of other small and medium-sized commercial banks.
