村镇银行设立的激励机制研究

【摘要】：村镇银行作为我国新型农村金融机构，对增加农村金融供给、改进农村金融服务水平、促进农村经济发展起积极作用。村镇银行设立的内在利益驱动激励机制和外在政策导向激励机制的配合程度决定了村镇银行设立积极性的大小和政策目标的实现程度，是村镇银行健康发展的起点。激励机制的偏差会导致村镇银行的设立倾向、发展趋势与政策目标发生偏离。理清村镇银行在发展过程中出现的问题，找到村镇银行设立过程中客观存在的内在激励机制，为配套政策的提出提供合理的依据和建议，能够使农村金融资源配置更加合理，对村镇银行的可持续发展、农村金融改革的有序进行有重要意义。本文借鉴村镇银行的相关研究理论和制度设计的有关规定，以研究村镇银行的设立现状为起点，发现村镇银行在设立、发展过程中容易出现脱农化倾向，对村镇银行设立行为的影响因素进行定性分析，通过盈利动机下行为模型的引入得到村镇银行所处环境好坏对村镇银行设立、经营行为具有重要影响的结论，进而利用相关影响因素的实证回归模型论证这一结论，，得出目前内在激励机制和政策激励导向存在矛盾，探讨村镇银行在现有设立激励机制下的发展倾向，为政策建议的提出提供有力的理论和实证支持。
[Abstract]:As a new type of rural financial institution in China, the village bank can increase the supply of rural finance and improve the level of rural financial services. The cooperation degree of the intrinsic interest driven incentive mechanism and the external policy oriented incentive mechanism determines the level of the establishment enthusiasm and the realization of the policy goal of the village and town bank, which plays an active role in promoting the rural economic development. It is the starting point of the healthy development of the village bank. The deviation of the incentive mechanism will lead to the tendency of the establishment of the village bank, the deviation between the development trend and the policy target. To find out the internal incentive mechanism in the process of setting up village bank, to provide reasonable basis and suggestion for supporting policy, to make the allocation of rural financial resources more reasonable, and to make the sustainable development of village bank. The orderly progress of rural financial reform is of great significance. This article draws lessons from the relevant research theory and the system design related stipulation of the village bank, to study the present situation of the establishment of the village bank as the starting point, found that the village bank in the establishment, the development process is easy to appear the agricultural tendency. Based on the qualitative analysis of the influencing factors of the setting up behavior of the village bank, the conclusion that the environment of the village bank is good or bad has an important influence on the establishment of the village bank and the management behavior is obtained through the introduction of the behavior model under the profit motive. Then using the empirical regression model of related factors to prove this conclusion, the author draws the conclusion that there are contradictions between the internal incentive mechanism and the policy incentive orientation, and probes into the development tendency of village banks under the existing incentive mechanism. To provide strong theoretical and empirical support for policy recommendations.
