新疆农村信用社人力资源发展战略研究

【摘要】:自本世纪初国务院提出深化农村金融改革以来,新疆农村信用社相继完成了清产核资、增资扩股、明晰产权制度、完善法人治理结构等改革措施,正迈向商业化银行的进程。面对国有商业银行、股份制银行资金实力雄厚、管理先进等先机,在竞争中的短板突出表现在市场占有率低,人均效益低下、人才流失严重等方面,这制约着新疆农村信用社进一步前行、发展。面对同行业产品及服务的类同,人力资本的竞争显得尤为重要。加强人力资源管理,酝酿并构建具有战略性意义的人力资源管理体系,是提升新疆农村信用社核心竞争力的必要措施和有效途径。 本论文以相关理论为基础,在分析了行业特征、现状、发展趋势等外部环境因素以后,说明人力资源发展所面临的机遇与挑战以及行业发展方向;并着重通过对新疆农村信用社人力资源内部环境的分析,找出其竞争优势,同时也对其劣势、所面临的机遇与挑战进行分析;最后在对内、外部环境分析的基础上,通过SWOT分析提出新疆农村信用社人力资源发展战略、实施建议以及保障措施。
[Abstract]:Since the beginning of this century, the State Council put forward to deepen rural financial reform, Xinjiang rural credit cooperatives have completed the capital increase, capital verification, property rights system, improve the corporate governance structure reform measures, is moving towards the commercial bank process. The face of state-owned commercial banks, joint-stock banks capital strength, advanced management and other opportunities, short board in the competition of the outstanding performance in the market share is low, the per capita benefit is low, serious brain drain, which restricts the rural credit cooperatives in Xinjiang further development. Facing the same industry, similar products and services, the competition of human capital. It is particularly important to strengthen the management of human resources, and build the strategic brewing the human resource management system is the effective way and necessary measures to enhance the core competitiveness of Xinjiang rural credit cooperatives.
This paper is based on the related theory, current situation in the analysis of the characteristics of the industry, and the development trend of the external environmental factors, that are facing the opportunities and challenges of human resource development and the development of the industry; and mainly through the analysis of Xinjiang rural credit cooperatives internal human resources environment, find out the competitive advantage, but also its disadvantages and the opportunities and challenges facing the analysis; finally in internal and external environment based on the analysis, through the SWOT analysis of the human resource development strategy of Xinjiang rural credit cooperatives, the implementation of recommendations and measures.
