“金砖五国”崛起与国际金融体系的变革

【摘要】：2008年全球性金融危机的爆发及其严重的政治、经济后果，充分表明由西方发达国家主导的现有国际金融体系再也不能适应世界经济金融发展的需要，国际社会必须对其加以深刻改革。当前，欧美发达国家深陷金融危机所带来的经济困境不能自拔，而“金砖五国”则迅速走向复苏并强势崛起，对世界经济增长的贡献越来越大。西方发达国家作为现有国际金融体系的既得利益者，必然不会对现有国际金融体系进行根本性的变革，只会进行一下小修小补，，而这对世界经济、金融的发展是非常不利的。因而国际金融体系的变革的重担，主要担负在以“金砖五国”为代表的新兴经济体身上。“金砖五国”在国际金融体系变革过程中日益发挥重要的作用，是世界共同的期待。当前国际金融体系领域的权力转移呈现出以美国为首的西方发达国家权力下降而以“金砖国家”为代表的新兴市场国家权力上升的态势。当然，“金砖五国”在变革国际金融体系过程中也不是一帆风顺的，会有很多的困难。这包括“金砖五国”之间的多边合作难以有效展开、五国间政治经济文化方面的差异、国际金融体系固有的不稳定性、发达国家作为既得利益者的阻挠和“金砖五国”自身经济金融体系存在的问题，等等。“金砖五国”要想在国际金融体系的变革中发挥重要作用并在未来的国际金融体系中占有一席之地，必须要克服这些困难。
[Abstract]:The outbreak of the global financial crisis in 2008 and its serious political and economic consequences fully show that the existing international financial system, dominated by the developed countries in the West, can no longer meet the needs of the development of the world economy and finance.The international community must reform it profoundly.At present, the developed countries in Europe and the United States cannot extricate themselves from the economic difficulties brought about by the financial crisis, while the "BRICS" countries are rapidly recovering and rising strongly, contributing more and more to the growth of the world economy.As the vested interests of the existing international financial system, the western developed countries will certainly not carry out fundamental changes to the existing international financial system, but will only carry out minor repairs and supplements, which is very unfavorable to the development of the world economy and finance.Thus, the burden of change in the international financial system rests mainly on the emerging economies represented by the BRICS.The BRICS countries are playing an increasingly important role in the reform of the international financial system, which is the common expectation of the world.The current transfer of power in the international financial system shows a decline in power in the United States-led Western developed countries and a rise in the power of emerging market countries represented by the "BRICS" countries.Of course, the BRICS have not been easy to transform the international financial system, there will be a lot of difficulties.These include the difficulty of effective multilateral cooperation among the BRICS countries, the political, economic and cultural differences among the five countries, and the inherent instability of the international financial system.The obstructions of developed countries as vested interests and the problems of the BRICS 'own economic and financial systems, etc.These difficulties must be overcome if the BRICS are to play an important role in the transformation of the international financial system and have a place in the future international financial system.
