西部城镇化建设投融资供求均衡研究

【摘要】：投融资作为现代经济的核心,与城镇化发展之间存在着密切关系。城镇化发展需要充足的资金保障,均衡的城镇化投融资供求关系、高效的城镇化投融资使用及管理有利于进一步推动城镇化的发展。西部城镇化建设过程中投融资研究是城镇化建设研究的核心。如何正确评价西部城镇化投融资供求现状与存在问题,对突破西部城镇化进程中的投融资瓶颈、提高西部城镇化投融资效率,从而进一步推进西部城镇化进程具有非常重大的意义。本文首先对城镇化投融资相关概念和理论进行梳理,并综述国内外城镇化投融资的研究动态,从理论上分析投融资是西部城镇化发展的重要动力。其次,从投融资总量、主体、结构等方面对西部地区城镇化投融资现状进行综合评价；以实践调研数据与各省“十二五”规划为依据,采用统计分析与趋势预测法,预测了西部12个省、市、自治区“十二五”期间城镇化投融资供求均衡情况；对东西部地区投融资总量、结构进行对比分析,应用DEA效率分析方法对西部12个省、市、自治区进行的城镇化投融资效率实证分析。最终得出资金短缺与投融资供求不均衡是西部地区制约城镇化发展的瓶颈,进一步证实投融资总量不足、结构不合理、效率低下是西部城镇化投融资供求不均衡的直接原因,是制约西部城镇化发展的根本原因。文章最后对全文研究的成果进行总结,首先,依据各省“十二五”期间城镇化投融资发展规划,以及综合测算出的西部城镇化投融资供求缺口情况,设计了与西部城镇化现状相符的供求均衡方案；其次,根据研究成果提出相应政策建议,即构建一个全面发展的西部城镇化投融资框架是解决城镇化投融资瓶颈的关键,以期促进整个西部地区城镇化建设投融资进一步发展。
[Abstract]:As the core of modern economy, investment and financing are closely related to the development of urbanization. The development of urbanization needs sufficient funds, balanced investment and financing supply and demand of urbanization, and efficient use and management of urbanization to further promote the development of urbanization. Investment and financing research is the core of urbanization construction in western China. How to correctly evaluate the present situation and existing problems of investment and financing supply and demand in western urbanization, and how to break through the bottleneck of investment and financing in the process of urbanization in western China, and improve the efficiency of investment and financing in western urbanization, Thus further promote the process of urbanization in the West has a very significant significance. This paper firstly combs the related concepts and theories of urbanization investment and financing, and summarizes the research trends of urbanization investment and financing both at home and abroad, and theoretically analyzes that investment and financing is an important driving force for the development of urbanization in western China. Secondly, it comprehensively evaluates the present situation of urbanization and financing in the western region from the aspects of total amount of investment and financing, main body, structure and so on, and adopts statistical analysis and trend forecasting method based on the practical investigation data and the 12th Five-Year Plan of each province. This paper forecasts the equilibrium of investment and financing supply and demand in 12 provinces, cities and autonomous regions of the west during the 12th Five-Year Plan period, makes a comparative analysis of the total amount and structure of investment and financing in the eastern and western regions, and applies the DEA efficiency analysis method to 12 provinces and cities in the west. An empirical analysis of the urbanization investment and financing efficiency in the autonomous region. Finally, it is concluded that the shortage of funds and the imbalance of supply and demand of investment and financing are the bottlenecks restricting the development of urbanization in the western region, which further proves that the insufficient total amount of investment and financing, unreasonable structure and low efficiency are the direct reasons for the imbalance of the supply and demand of investment and financing in the western urbanization. It is the basic reason that restricts western urbanization development. In the end, the paper summarizes the results of the full text research. Firstly, according to the provincial urbanization investment and financing development plan during the 12th Five-Year Plan period, as well as the comprehensive calculation of the western urbanization investment and financing supply and demand gap. This paper designs a balanced plan of supply and demand in line with the present situation of urbanization in western China. Secondly, according to the research results, it puts forward corresponding policy recommendations, that is, to build a comprehensive framework for investment and financing of urbanization in western China is the key to solve the bottleneck of investment and financing of urbanization. With a view to promoting the entire western region urbanization construction investment and financing further development.
