北京郊区农村金融服务体系完善与创新问题研究

【摘要】：建国至今,我国农村金融服务体系已初步形成了政策性金融、合作金融、商业性金融分工合作、密切配合的农村金融服务体系。多年来，我国农村金融服务体系的发展和农村金融制度的变迁，并没有产生有效的农村金融服务供求机制，未能很好地解决制约农村经济发展的“瓶颈”问题。长期以来，我国农村金融服务体系的改革一直滞后于农村经济发展的需要，因此，研究农村金融服务体系建设的问题一方面关系到农民增收、农业发展和农村稳定的大局，关系到党和国家“三农”基本国策的顺利实施；另一方面，有利于改善农村金融环境，加快农村金融服务产品创新，优化资源配置，进而推动整个国民经济的可持续发展。北京作为我国的首都，国际化大都市，其现代化进程举世瞩目。这些特点决定了北京农村金融服务体系必须适应其多样化要求。同时北京的经济结构具有典型的二元特征，，因此农村金融服务体系的完善和金融服务产品的创新研究显得尤为必要。本文围绕农村金融服务体系的构建问题以北京市为切入点进行研究。通过实证分析呈现北京农村金融服务体系的现状及存在问题。其次结合农村金融服务的供给和需求模型分析金融服务供给机制不完善的内在原因。在此基础上借鉴国外发展经验，重点探讨政府作用如何发挥、金融服务资源如何优化配置等问题，进而提出完善和创新京郊农村金融服务体系的对策建议。
[Abstract]:Since the founding of the people's Republic of China, the rural financial service system of our country has formed the rural financial service system of policy finance, cooperative finance and commercial finance. Over the years, the development of rural financial service system and the changes of rural financial system have not produced an effective mechanism of rural financial service supply and demand, and have failed to solve the "bottleneck" problem which restricts the development of rural economy. For a long time, the reform of rural financial service system in our country has lagged behind the need of rural economic development. Therefore, the research on the construction of rural financial service system on the one hand relates to the overall situation of increasing farmers' income, agricultural development and rural stability. On the other hand, it is beneficial to improve the rural financial environment, speed up the innovation of rural financial service products, optimize the allocation of resources, and then promote the sustainable development of the whole national economy. Beijing as the capital of our country, international metropolis, its modernization process attracts worldwide attention. These characteristics determine that Beijing's rural financial service system must adapt to its diversified requirements. At the same time, the economic structure of Beijing has the characteristic of duality, so it is necessary to perfect the rural financial service system and innovate the financial service products. This paper focuses on the construction of rural financial service system with Beijing as the starting point. The present situation and existing problems of Beijing rural financial service system are presented through empirical analysis. Secondly, the paper analyzes the internal causes of the imperfect supply mechanism of financial services by combining the supply and demand models of rural financial services. On the basis of this, the author draws lessons from the experience of foreign countries, and probes into how to play the role of the government and how to optimize the allocation of financial service resources, and puts forward some countermeasures and suggestions for perfecting and innovating the rural financial service system in the suburbs of Beijing.
