【摘要】：解决好“三农”问题是保持我国经济持续发展，维护社会稳定，全面推进小康社会建设和现代化建设的客观要求，而满足农村、农业和农民的金融需求则是解决“三农”问题的关键。村镇银行作为近年来才出现的一个独特而又充满希望的新兴农村金融机构，，一开始就引起了国内许多专家学者的关注。国内专家学者普遍认为村镇银行的出现为缓解农村资金供求失衡的局面提供了一个重要的途径。同时村镇银行在发展初期也遇到了许多困难，国内专家学者也对此提出了对策和建议。本论文正是在此基础上，结合重庆这样一个带有典型的城乡二元性特征的西部特大型城市、城乡统筹试验区，分析村镇银行在重庆的发展现状，了解其在发展初期存在的问题及提出政策和建议。本文首先介绍了村镇银行发展的理论基础，本文运用的理论主要有金融抑制和金融深化理论、金融排斥理论、不完全竞争市场论及社会资本论。金融抑制和金融深化理论分析了发展中国家存在资本配置不合理的现象及其产生的原因，也较好的解释了我行农村地区金融二元性的现状，村镇银行的进入正好起到了缓解农村地区资本配置不合理的作用。金融排斥理论则从客户接近金融资源排斥性、条件排斥性、价格排斥性、市场营销排斥性、自我排斥性等五个方面对村镇银行发展中可能产生的局限性进行了解释。不完全竞争市场论和社会资本论正好说明了村镇银行在农村地区发展中面临的环境及需要特别关注的解决方法。而后本文对重庆地区村镇银行的发展状况进行介绍，指出了村镇银行对于重庆农村地区的金融发展的有利影响，同时还将村镇银行与当地的其他金融机构进行比较分析，说明了村镇银行存在的特殊性和必要性。而后本文分析了印度、日本、孟加拉三国的农村金融，分别从农村金融立法及制度配套、合作金融与政策金融相结合、小额信贷政策及措施三个方面进行了着重介绍。另外，对国内现有的村镇银行进行了划分，将其归纳为两种类型（即外资村镇银行和城市商业银行及中小型股份制银行设立的村镇银行），并对它们的股权构成和运营模式进行了分析。紧接着，对重庆地区村镇银行的发展状况进行介绍，指出了村镇银行对于重庆农村地区的金融发展的有利影响，同时还将村镇银行与当地的其他金融机构进行比较分析，说明了村镇银行存在的特殊性和必要性。通过对重庆村镇银行发展现状的分析及与国内外发展模式比较，指出了重庆村镇银行存在的问题，并分别从村镇银行自身存在的不足和村镇银行面临的外部环境两个方面进行了说明。最后，在此基础上，从村镇银行自身建设、外部金融环境建设和“银政、银银”合作等方面提出了政策和建议。
[Abstract]:To solve the "three rural" problems is to maintain the sustained economic development of our country, maintain social stability, comprehensively promote the construction of a well-off society and modernization, and meet the objective requirements of rural areas. Agriculture and farmers' financial needs are the key to solve the problem of agriculture, rural areas and farmers. As a unique and promising new rural financial institution, village bank has attracted the attention of many domestic experts and scholars at the beginning. Domestic experts and scholars generally believe that the emergence of village banks provides an important way to alleviate the imbalance between the supply and demand of rural funds. At the same time, the village bank also encountered many difficulties in the early stage of development, and the domestic experts and scholars also put forward the countermeasures and suggestions. On this basis, this paper analyzes the current situation of the development of village and town banks in Chongqing, which is a large western city with typical urban-rural dual characteristics and a pilot area for urban and rural planning. Understand the problems in the early stage of development and put forward policies and suggestions. This paper first introduces the theoretical basis of the development of village banks. The main theories used in this paper are financial suppression and financial deepening theory, financial exclusion theory, incomplete competition market and social capital theory. The theory of financial repression and financial deepening analyzes the phenomenon of unreasonable capital allocation in developing countries and its causes, and also explains the present situation of duality of finance in rural areas. The entry of village banks has played a role in alleviating the irrational allocation of capital in rural areas. The theory of financial exclusion explains the possible limitations in the development of village banks from five aspects: customer proximity to financial resource exclusion, conditional exclusion, price exclusion, marketing exclusion and self-exclusion. The incomplete competition market theory and social capital theory illustrate the environment that village banks face in the development of rural areas and the solutions that need special attention. Then this paper introduces the development of village banks in Chongqing area, points out the beneficial influence of village banks on the financial development of Chongqing rural areas, and compares the village banks with other local financial institutions. It explains the particularity and necessity of the existence of village bank. Then this paper analyzes the rural finance of India, Japan and Bangladesh from three aspects of rural finance legislation and system matching, cooperative finance and policy finance, microfinance policy and measures. In addition, the existing village and town banks in China are divided. It can be divided into two types (that is, the village bank set up by the foreign capital village bank, the city commercial bank and the small and medium-sized joint-stock bank), and their equity structure and operation mode are analyzed. Then, the paper introduces the development of village bank in Chongqing area, points out the beneficial influence of village bank on the financial development of Chongqing rural area, and compares the village bank with other local financial institutions. It explains the particularity and necessity of the existence of village bank. Based on the analysis of the present development situation of Chongqing Village Bank and the comparison with the domestic and foreign development mode, the paper points out the existing problems of Chongqing Village Bank. And from the village bank own existence insufficiency and the village bank external environment two aspects have carried on the explanation separately. Finally, on the basis of this, the paper puts forward some policies and suggestions from the construction of village banks, the construction of external financial environment and the cooperation of "silver and government, silver and silver".
