【摘要】：广西作为我国陆地和海上连接东盟各国的“桥头堡”,深入推进地方国有金融资产管理研究和管理为广西深入推进中国——东盟自由贸易区建设,创建区域性的国际金融中心创造了一个新的机遇。2013年央行联合多部委印发《云南省广西壮族自治区建设沿边金融综合改革试验区总体方案》标志着广西地方金融改革的进一步深化。目前,广西地方金融资产管理呈现出良好的态势,但是发展的过程中也存在一些矛盾和问题。因此,如何借助建设沿边金融综合改革试验区的契机,助力广西地方国有金融资产管理的深入发展,是值得深思的问题。本文以广西地方国有金融资产管理为研究对象。首先,论文介绍了研究的背景和意义,综述了国内外研究现状；接着,对国有金融资产管理的相关基本概念进行了界定；然后,概述了当前世界范围内金融中心的发展经验,比较分析了国内其他地方金融资产管理的经验,从而为广西地方国有金融资产管理提供借鉴。接着,概括了广西地方国有金融资产管理的进程,总结了广西地方国有金融资产管理的特点,并客观分析了广西地方国有金融资产管理中存在的问题。最后,对国有金融资产进行分类管理、依法管理地方国有金融资产、构建地方国资委的权利约束机制、细化落实政府的监管职能等方面出发,提出了深化广西地方国有金融资产管理的建议,以促进广西地方国有金融资产管理更好的进行。
[Abstract]:The paper introduces the background and significance of local state - owned financial assets management in Guangxi , and summarizes the research situation at home and abroad .
Secondly , the basic concept of state - owned financial assets management is defined ;
Then , the paper summarizes the development experience of financial center in Guangxi , compares the experiences of other local state - owned financial assets management , summarizes the characteristics of local state - owned financial assets management in Guangxi and analyzes the problems existing in the management of local state - owned financial assets in Guangxi . Finally , it puts forward some suggestions for deepening the management of local state - owned financial assets in Guangxi , and puts forward some suggestions to deepen the management of local state - owned financial assets in Guangxi , so as to promote the better management of local state - owned financial assets in Guangxi .
