完善河北省碳金融体系的对策研究

【摘要】：随着经济的不断发展，气候变化问题引起国际社会的广泛关注。1992年联合国环境与发展大会参加国共同制定了《联合国气候变化框架公约》，1997年在《联合国气候变化框架公约》的第三次大会上，参加国签订了《京都议定书》，首次提出了运用市场机制来解决环境问题的思路。碳金融的兴起就源于这两大具有重要意义的国际公约，随着碳金融的发展，世界各国积极构建碳金融体系。本文通过对金融体系的研究，结合碳金融体系的特点，构建了完整的碳金融体系，即碳金融环境体系、碳金融监管体系、碳金融调控体系、碳金融市场体系、碳金融交易体系、碳金融服务体系。这六个子系统相辅相成，不可分割，碳金融环境体系是前提,碳金融调控体系和碳金融监管体系是保障,碳金融市场体系和碳金融交易体系是基础,碳金融服务体系是补充。这六个子系统是本文的主线，从这六个方面研究国内外以及河北省碳金融体系现状和问题，，借鉴国外构建碳金融体系建设的经验，提出河北省碳金融体系构建对策和建议，力求构建完善的河北省碳金融体系，推动河北省经济的持续发展，加快产业结构调整，优化产业结构转型。
[Abstract]:With the continuous development of the economy, the issue of climate change has aroused the wide concern of the international community in.1992, the United Nations Conference on environment and development has jointly formulated the United Nations Framework Convention on climate change. At the third conference of the United Nations Framework Convention on climate change in 1997, the Kyoto Protocol was signed for the first time. The rise of carbon finance is derived from these two important international conventions. With the development of carbon finance, countries all over the world actively build up a carbon financial system.
Through the study of the financial system and the characteristics of the carbon financial system, a complete carbon financial system, namely carbon financial environment system, carbon finance supervision system, carbon finance regulation system, carbon financial market system, carbon financial transaction system and carbon finance service system, are constructed. The six subsystems are complementary, inseparable, and carbon financial environment. The system of carbon finance regulation and carbon finance supervision system is the guarantee, carbon financial market system and carbon financial transaction system are the foundation, carbon finance service system is the supplement. The six subsystems are the main line of this article. From these six aspects, we study the status and problems of carbon financial system in Hebei and domestic and abroad, and draw lessons from foreign construction of carbon finance. The experience of the system construction puts forward the countermeasures and suggestions for the construction of carbon financial system in Hebei Province, striving to build a perfect carbon financial system in Hebei Province, promoting the sustainable development of the economy of Hebei Province, accelerating the adjustment of the industrial structure and optimizing the transformation of the industrial structure.
