A银行授信流程优化研究

【摘要】:A银行是国务院直属的国有商业银行,其前身为政策性银行,主要致力于国家基础设施、基础产业、支柱产业建设,支持基层金融业务和推动我国企业走出去。是我国中长期贷款的主力银行,也是我国最大的外汇贷款银行。其贷款涵盖了国家重点领域重点项目,也涵盖了基层民生金融的小额贷款。 自成立以来,A银行主要从事政策性金融业务,将大量资金投入到国家重点支持领域,引导社会资金流向未实现市场化的领域,A银行以保本微利作为经营理念,重视风险控制,但对利润的要求不高,在多年来的业务运转中,A银行逐渐形成了一套完整的授信流程。 2010年,国务院以A银行作为试点,推进政策性银行商业化转型,A银行开始更多的从事商业化业务,随着商业化改革不断推进,业务量逐渐增加,新业务品种也迅速增大,同时,商业化业务的利润水平相对较高,同时风险也相对较大,因此现有的授信体系已无法满足业务发展的需要。具体表现为授信过程中存在责任不清的盲区,项目开发计划性较差,各部门间衔接机制不健全,授信审批效率低下等不利情况。为应对日益激烈的市场竞争,满足商业银行合规、审慎经营的需要,笔者试图对A银行的授信流程进行分析,本文充分分析了A银行的业务特点和人员、机构设置情况,同时借鉴了国际先进银行流程优化的经验,对A银行的授信流程改进提出优化建议。
[Abstract]:Bank A is a state-owned commercial bank directly under the State Council, whose predecessor is a policy bank. It is mainly committed to the construction of national infrastructure, basic industries and pillar industries, supports the grass-roots financial business and promotes the development of Chinese enterprises. Is our country medium-long-term loan main bank, also is our country's biggest foreign exchange loan bank. The loan covers key projects in key areas of the country, and micro-loans for people's livelihood finance at the grass-roots level. Since its establishment, Bank A has been mainly engaged in policy-oriented financial business. It has invested a large amount of funds in key areas of state support, guided social funds to areas where the market has not been realized. Bank A has taken the principle of keeping capital and little profit as its business philosophy and attached importance to risk control. But the demand for profit is not high, and over the years, Bank A has gradually formed a complete credit process. In 2010, the State Council took Bank A as a pilot to promote the commercialization transformation of policy banks and Bank A began to engage in more commercialized business. With the development of commercial reform, the volume of business gradually increased, and the new business varieties increased rapidly. At the same time, The commercial business profit level is relatively high, and the risk is relatively large, so the existing credit system can not meet the needs of business development. In the process of credit granting, there are blind areas with unclear responsibilities, poor project development planning, imperfect interdepartmental linkage mechanism, low efficiency of credit approval and so on. In order to cope with the increasingly fierce market competition, to meet the needs of commercial banks' compliance and prudent management, the author tries to analyze the credit granting process of Bank A. This paper fully analyzes the business characteristics, personnel and institutional settings of Bank A. At the same time, the paper draws lessons from the experience of international advanced bank process optimization, and puts forward some suggestions for the improvement of A bank's credit flow.
