广东J学院新校区建设融资模式研究

【摘要】：广东省许多高校自2003年起开始大规模扩建，掀起高校基建热。高等教育的基础设施建设耗资巨大，往往超出大学所能出资的极限和地方政府财政投资的能力，，财政拨款、银行贷款、社会捐赠等传统筹资渠道难以满足动则数亿元的建设资金需求。高校的基建热，导致了很多学校背上巨额债务。如何有效运用高校自身资源，尽早完成新校区建设目标已成为我省高校管理层面临的重要课题。本文以广东J学院新校区建设融资为实例，通过对多种融资模式基本理论分析比较，寻找改变高校解决大额资金缺口主要依靠银行贷款的单一间接融资模式，分析多种融资模式在高校新校区建设实际应用中的可行性。通过政策准入分析、适用范围分析、融资难度分析和融资成本分析，结合层次分析法共同论证最适合J学院的融资模式，并建立了财务分析、贷款规模约束、分期开发分期融资三合一体的融资决策流程。在研究J学院融资模式的基础上，提出了解决广东高校融资问题的若干举措和建议。通过分析研究，本文认为银行贷款仍然是现阶段国内高校的最主要融资渠道，BOT融资模式也开始在高校新校区建设融资中扮演重要角色，信托融资、保险集合融资、融资租赁等新型融资也开始在高校融资中崭露头角。与此同时，要想从根本上解决高校教育经费的不足，除了应建立科学的拨款体系，继续增加财政拨款以外，高校同时还要拓展筹措经费的渠道，提高资金使用效率。
[Abstract]:A large number of colleges and universities in Guangdong province have been expanding in a large scale since 2003. The infrastructure construction of higher education has been hot. The infrastructure construction of higher education is costly, often beyond the limits of capital investment and the ability of local government to invest in financial investment. Financial allocation, bank loans and social donations are difficult to meet the construction funds of hundreds of millions of yuan. The infrastructure heat of colleges and universities has led to the huge debt of many schools. How to effectively use the resources of colleges and universities to achieve the goal of building the new campus as soon as possible has become an important subject in the management of colleges and universities in our province.
Taking the construction financing of the new campus of J college in Guangdong as an example, this paper compares the basic theories of various financing models to find a single indirect financing model to change the large fund gap in Colleges and universities to rely mainly on bank loans, and analyzes the feasibility of various financing modes in the practical application of the new campus construction in Colleges and universities. The application scope analysis, the financing difficulty analysis and the financing cost analysis, combined with the analytic hierarchy process (AHP) to demonstrate the financing model which is most suitable for the J college, and set up the financial analysis, the loan scale constraint, the installment development of the financing decision process of three in one, and on the basis of the research on the financing mode of the J college, the paper puts forward the solution to the melting of the universities in Guangdong. Several initiatives and recommendations on the capital problem.
Through the analysis, this paper holds that the bank loan is still the most important financing channel in the current domestic colleges and universities, and the BOT financing model has also begun to play an important role in the construction financing of the new campus. The new financing, such as trust financing, insurance collection financing, financing lease, has also begun to emerge in the financing of University. In order to solve the shortage of educational funds in Colleges and universities, in addition to the establishment of a scientific funding system and the continued increase of financial allocation, colleges and universities should also expand the financing channels to improve the efficiency of the use of funds.
