我国对外直接投资促进产业升级的理论与实证研究

【摘要】：当前我国正处于全力推动产业转型升级和对外直接投资快速发展的双重关键时期,自2002年十六大报告正式将“走出去”战略作为我国对外开放的重要战略部署以来,我国对外直接投资活动发展迅速。国家经济政策和产业政策的强力支持,无疑包含了欲借助对外直接投资进一步促进产业升级的预期,这也引发了理论界就借助对外直接投资与企业国际化促进产业升级的研究思考。尤其在美国、日本等先行大国以及韩国、新加坡等新兴经济体已有的成功经验,以及我国企业原有的国际化行为在对拉动经济增长做出重大贡献的同时亦使我国产业长期锁定在全球价值链的低端位置基础上,研究现阶段我国如何合理借助对外直接投资促进产业升级具有重大而迫切的理论与现实意义。 基于目前我国经济面临国内环境与国际形势上的双重压力,通过明确开放经济条件下产业升级的内涵以及对相关研究文献的梳理,并在对对外直接投资、企业国际化与国内产业升级做出详实的理论分析与实证检验基础之上,具体得到以下结论：首先,从作用机理和驱动机制方面对于对外直接投资与国内产业升级进行理论分析,并进一步在介绍美国、日本等发达国家的先行模式基础上以我国制造业为例通过构建产业升级指标实证检验其与我国对外直接投资的相关性,在理论和实证方面充分论证了通过对外直接投资能够推动我国产业升级；进一步地具体到微观层面,不同企业选择对外直接投资方式开拓海外市场会起到迥异的产业升级作用,而盲目选择国际化道路甚至会在产业升级方面起到恶化作用。根据新-新贸易理论构建模型进行理论分析,并估算出我国各行业全要素生产率值以验证其与我国企业国际化选择的相关性,得出企业在借助对外直接投资开拓海外市场时应以生产率水平作为根本的选择标准,唯此企业在攫取更大利润的同时,更能够配合好国家宏观经济政策充分发挥对外直接投资促进产业升级的效应。 由此所分析的通过对外直接投资能够促进产业升级以及企业如何选择对外直接投资才能够更好的发挥产业升级效应,如同一个问题的两个方面,忽略任何一方面对于产业升级效应的发挥都会大打折扣。我国企业对外直接投资活动的开展与政府宏观经济政策导向有着紧密联系,就此为实现企业发展与我国产业升级的良性互动,最后从政府和企业层面提供相关政策建议。
[Abstract]:At present, our country is in the dual critical period of promoting the industrial transformation and upgrading and the rapid development of foreign direct investment. Since the report of the 16th National Congress of 2002 formally took the "going out" strategy as the important strategic deployment of our country's opening to the outside world, China's foreign direct investment activities are developing rapidly. The strong support of national economic policies and industrial policies undoubtedly includes the expectation of further promoting industrial upgrading by means of foreign direct investment. This also leads the theoretical circles to promote industrial upgrading with the aid of foreign direct investment and enterprise internationalization. Especially in the leading countries such as the United States, Japan and other emerging economies such as South Korea and Singapore. And the original internationalization behavior of Chinese enterprises has made a great contribution to the economic growth, at the same time, our industry has been locked in the low-end position of the global value chain for a long time. It is of great and urgent theoretical and practical significance to study how to promote industrial upgrading with the aid of foreign direct investment. Based on the double pressure of domestic environment and international situation, through defining the connotation of industrial upgrading under the condition of open economy and combing the relevant research documents, China's economy is investing in foreign direct investment. On the basis of detailed theoretical analysis and empirical test of enterprise internationalization and domestic industrial upgrading, the following conclusions are obtained: firstly, the theoretical analysis of OFDI and domestic industrial upgrading is carried out from the aspects of mechanism of action and driving mechanism. On the basis of introducing the advanced models of developed countries such as the United States and Japan, this paper takes China's manufacturing industry as an example to test its relevance to China's foreign direct investment through the construction of industrial upgrading indicators. Theoretically and empirically, it fully demonstrates that FDI can promote China's industrial upgrading, and further to the micro level, different enterprises choose FDI to open up overseas markets will play a very different role in industrial upgrading. The blind choice of international road will even play a worsening role in industrial upgrading. According to the new-new trade theory construction model to carry on the theoretical analysis, and estimates the each industry total factor productivity value of our country, in order to verify its correlation with our country enterprise internationalization choice, It is concluded that the productivity level should be taken as the basic selection criterion when enterprises exploit overseas markets with the aid of foreign direct investment, but at the same time, the enterprises should grab more profits. In line with the national macroeconomic policy, we can give full play to the effect of foreign direct investment to promote industrial upgrading. From this analysis, through FDI can promote industrial upgrading and how enterprises choose FDI in order to better play the role of industrial upgrading, as one of the two aspects of the problem, Ignoring any aspect of the industrial upgrading effect will play a big discount. The development of foreign direct investment of Chinese enterprises is closely related to the macroeconomic policy orientation of the government. In order to realize the positive interaction between the development of enterprises and the upgrading of China's industry, the relevant policy suggestions are provided from the government and enterprise level.
