出口贸易、FDI影响中国高技术产业创新效率的实证研究

【摘要】:创新是社会发展的动力,也是我国近阶段经济发展的主要特征。而近年来,作为技术创新的主要推动者和实践者的高技术产业,其发展进程呈现了两个显著的特征:第一,外资所占比重逐步增大;第二,出口导向日益明显。因此,,研究出口贸易及外资对高技术产业自主创新能力的影响有着重要的现实意义。 结合当今现状,本文基于15个高技术行业的2000—2010年的动态面板数据,试图研究出口贸易和FDI如何影响我国高技术产业创新效率,主要结论是: 整体来看,我国高技术产业的创新效率有待进一步提高,产业创新水平很不稳定。并且现有创新效率的提高主要由规模效率拉动,也就是依靠规模经济来提升经济效率,而纯技术效率的影响较小,所以该产业自主创新效率提升的空间较大。另一方面,外资企业和内资企业的创新效率也有所差异。外资企业由于技术上的优势,纯技术效率的提高比较明显,但是随着我国内资企业数目不断增加,市场受到挤压,引致规模效率有所减少。内资企业则相反,创新效率的提高主要是由规模效率来拉动而真正的技术创新影响很微小。 在对我国高技术产业的创新效率测度的基础上,本文进一步利用多元回归模型探求出口贸易、FDI对创新效率的影响,从该产业总体创新水平以及内资企业自主创新水平两方面不同的影响机制,得出相关结论:出口贸易及FDI客观上都促进了该行业总体创新效率的提高,但正向作用主要局限在外资企业,对内资企业自主创新效率的影响不显著。另外,在吸收国外先进技术方面,内资企业所做的投入显著促进了出口贸易和FDI的正向溢出。
[Abstract]:Innovation is the driving force of social development and the main characteristic of China's near-stage economic development. In recent years, as the main promoter and practitioner of technological innovation, the development of high-tech industry shows two remarkable characteristics: first, the proportion of foreign capital gradually increases; second, the export orientation is increasingly obvious. Therefore, it is of great practical significance to study the influence of export trade and foreign capital on the independent innovation ability of high-tech industry. Based on the dynamic panel data of 15 high-tech industries from 2000 to 2010, this paper attempts to study how export trade and FDI affect the innovation efficiency of China's high-tech industries. The main conclusions are as follows: overall, The innovation efficiency of our high-tech industry needs to be further improved, and the level of industrial innovation is very unstable. And the existing innovation efficiency is mainly driven by scale efficiency, that is, relying on economies of scale to improve economic efficiency, but the impact of pure technical efficiency is relatively small, so the industry independent innovation efficiency has more room for improvement. On the other hand, the innovation efficiency of foreign-funded enterprises and domestic-funded enterprises is also different. Due to the advantages of technology, the pure technical efficiency of foreign-funded enterprises is obviously improved, but with the increasing of the number of domestic enterprises in China, the market is squeezed, resulting in the reduction of scale efficiency. On the contrary, the improvement of innovation efficiency is mainly driven by scale efficiency, but the real impact of technological innovation is very small. On the basis of measuring the innovation efficiency of China's high-tech industries, this paper further uses the multiple regression model to explore the impact of FDI on innovation efficiency. From the two different influence mechanisms of the overall innovation level of the industry and the independent innovation level of domestic enterprises, the relevant conclusions are drawn: export trade and FDI have objectively promoted the improvement of the overall innovation efficiency of the industry. However, the positive effect is mainly confined to foreign-funded enterprises and has no significant effect on the efficiency of independent innovation of domestic enterprises. In addition, in absorbing foreign advanced technology, the investment of domestic enterprises promotes export trade and positive spillover of FDI.
