云南省发展林权抵押贷款的问题研究

【摘要】:林权抵押贷款可以激活林业生产要素,是实施兴林富民工程的重要资金来源,为金融支持新农村建设找到了结合点。云南省发展林权抵押贷款具有天然的林业资源优势,研究发展过程中存在的问题并提出相应政策建议,对推动云南省林权抵押贷款的可持续健康发展具有重要的现实意义。 作者深入云南省县、村级单位进行调查访问,收集一手资料,将云南省10个样本县,430个样本户作为研究对象,对收集的县、村、户三级数据进行分析处理,总结云南省发展林权抵押的现状和存在的问题,对云南省发展林权抵押贷款提出了政策性意见。 在对云南省林权抵押贷款发展现状具体情况进行研究时,主要运用电子表格对数据进行分析,同时辅之以折线图、饼图等对表格数据进行直观描述;在对农户参与林权抵押贷款的情况分析时,运用统计学中的单因素方差分析法;在农户意愿性选择的分析上,运用聚类分析法,主要是利用比较分析的方法发现问题。主要研究内容及结论如下: (1)总结了国内外林权抵押贷款的理论和实践研究,重点对林权抵押贷款过程中森林资源资产评估和林权抵押贷款模式的实证研究进行了汇总分析。总结认为该领域的实证研究多于理论研究,国内关于林权抵押贷款研究提出的问题和对策欠缺地域性特点和针对性。 (2)云南省整体林权抵押贷款发展快,规模大,但在实证研究过程中发现各地区发展林权抵押贷款在林地规模、贷款金额和单位抵押价格上水平各异,,显示出云南省林权抵押贷款的发展差异性和不平衡性。此外与林权流转相比较,云南省发展林权抵押贷款更具市场与潜力,但是目前林权抵押贷款的普及发展水平较低。商业银行参与林权抵押贷款的积极性不高。 (3)农户参与的林权抵押贷款单位宗地面积小,金额小,增加了贷款成本,降低了使用效率。参与林权抵押贷款的农户,林权抵押贷款对农户家庭的林业生产投入有显著影响,但是对农户家庭林业生产收入却没有显著影响,主要原因在于贷款期限较短,林业生产周期较长,林权抵押贷款带来的林业投入尚未显现出明显的收益效果。 (4)云南省农户对林权抵押贷款政策及其相配套的林木资源评估和森林保险等政策的认知度很低,过低的认知度造成农户在面对满意度调查时无法选择。主要原因在于云南省林权抵押贷款相应硬件机构不健全和政策软件宣传不足。农户对发展林权抵押贷款的愿望普遍比较迫切,尤其是森林资源丰富的地区,农户急于将固定的林业资源转化为流动资金以支持生产发展。 (5)针对云南省林权抵押贷款存在的问题提出建议,即规范办理流程,缩短地区发展差异;加强林权抵押贷款的普及与宣传,提高农户认知度;政策倾斜,吸引商业银行积极参与;将加快提高林权交易中心覆盖率作为重中之重。
[Abstract]:Forest property mortgage loan can activate the factors of forestry production and is an important source of funds for implementing the project of prospering the forest and enriching the people. It has found the joint point for the financial support of the construction of the new countryside. The development of forest right mortgage loan in Yunnan Province has the advantage of natural forestry resources. It is of great practical significance to study the problems existing in the process of development and put forward corresponding policy suggestions to promote the sustainable and healthy development of forest right mortgage loan in Yunnan Province. The author went deep into the county and village level of Yunnan province to conduct investigation and interview, collected primary data, took 430 sample households in 10 sample counties of Yunnan Province as the research object, and analyzed and processed the data collected at the county, village and household levels. This paper summarizes the present situation and existing problems of the development of forest right mortgage in Yunnan Province, and puts forward some policy suggestions on the development of forest right mortgage loan in Yunnan Province. In the study of the current situation of forest tenure mortgage loan in Yunnan Province, the paper mainly uses electronic table to analyze the data, and at the same time, the table data is described intuitively with broken line map, cake chart and so on. In the analysis of farmers' participation in forest tenure mortgage loans, the single factor variance analysis method is used in statistics, and in the analysis of farmers' willingness to choose, the cluster analysis method is mainly used to find the problem. The main research contents and conclusions are as follows: (1) the theoretical and practical research on forest tenure mortgage loan at home and abroad is summarized. This paper focuses on the empirical research on forest resource asset assessment and forest right mortgage loan model in the process of forest tenure mortgage loan. It is concluded that the empirical research in this field is more than the theoretical research, and the problems and countermeasures put forward in the domestic research on forest tenure mortgage loan are short of regional characteristics and pertinence. (2) the overall forest right mortgage loan in Yunnan Province develops rapidly and has a large scale. However, in the process of empirical research, it is found that the development of forest right mortgage loan in different areas in the forest land scale, loan amount and unit mortgage prices are different, showing the difference and imbalance of the development of forest right mortgage loans in Yunnan Province. In addition, compared with the circulation of forest rights, Yunnan Province has more market and potential to develop forest right mortgage loan, but the level of popularization of forest right mortgage loan is relatively low at present. Commercial banks are not highly motivated to participate in forest right mortgage loan. (3) the land area of forest right mortgage loan unit is small and the amount of land is small, which increases the loan cost and reduces the use efficiency. For the farmers who participate in the forest right mortgage loan, the forest right mortgage loan has a significant influence on the household forestry production input, but it has no significant effect on the household forestry production income, the main reason is that the loan period is short. The forestry production cycle is longer, The forestry investment brought by forest right mortgage loan has not shown obvious benefit effect. (4) the farmers in Yunnan Province have low awareness of forest right mortgage loan policy and the corresponding forest resources evaluation and forest insurance policies. Too low awareness of farmers in the face of satisfaction surveys can not choose. The main reason lies in Yunnan Province forest right mortgage loan corresponding hardware organization is not perfect and the policy software propaganda is insufficient. Farmers' desire to develop forest property mortgage loans is generally more urgent, especially in areas rich in forest resources. Farmers are eager to convert fixed forestry resources into liquid funds to support production development. (5) suggestions on the problems existing in forest tenure mortgage loans in Yunnan Province are put forward, that is, standardizing the processing process and shortening regional development differences; To strengthen the popularization and publicity of forest tenure mortgage loans, to improve farmers' awareness; to attract the active participation of commercial banks; to accelerate the increase of forest property rights trading center coverage as the top priority.
