技术水平差异背景下FDI对高技术产业自主创新影响研究

【摘要】:高技术产业知识密集度高且技术更新升级快,创新主体立足于国际技术市场,产业创新国际化趋势渐强。外商投资是高技术产业创新体系国际化重要组成部分,为内资部门带来最新知识与技术,有效推动各类知识资源在创新主体间流动。但外资企业科技含量、产品技术更新速度各异,不同知识与技术含量的FDI对内资部门整合利用外部科技资源的影响强度与作用机理存在差异性。 吸引外商投资是获取外部知识与信息技术的有效途径,本文以外资企业技术水平为切入点从知识与技术基础、知识转化能力、技术变化趋势角度分析FDI对内资部门知识整合利用效率的影响,进而构建不同技术水平FDI对内资部门自主创新的理论作用模型。 基于理论分析,,本文利用1999-2010年高技术产业19个行业面板数据,应用熵权法测算外资企业技术水平,然后进行回归分析,得出以下主要结论:FDI促进了整体内资部门知识整合利用效率提升,对高技术产业自主创新产生积极作用,但影响强度受其技术水平制约,即中等技术水平FDI显著促进内资部门自主创新,而技术水平过高或过低的FDI均未能产生显著作用。进一步分析发现,不同技术水平FDI对高技术产业自主创新影响路径具有一定差异性。首先,技术水平过高或过低的FDI通过竞争作用均产生负向作用、但低技术水平FDI作用不显著,而中等技术水平FDI产生显著正向促进作用;其次,FDI的研发示范作用对高技术产业自主创新的影响强度随其技术水平提高呈现出先增强后减弱趋势、但高技术水平的FDI作用不显著;再次,随着外资企业知识与技术含量提高,FDI通过研发人员培训与流动作用对高技术产业自主创新影响强度逐渐增加,而低技术水平FDI作用不显著。因此,根据外资企业技术水平对外商投资企业进行差异化管理将有效推动高技术产业自主创新能力与创新效率提升。
[Abstract]:The high-tech industry has a high degree of knowledge intensity and rapid technological updating and upgrading. The main body of innovation is based on the international technology market, and the trend of industrial innovation internationalization is becoming stronger and stronger. Foreign investment is an important part of the internationalization of high-tech industry innovation system. It brings the latest knowledge and technology to domestic departments and effectively promotes the flow of all kinds of knowledge resources among innovation subjects. However, the technological content and product technology renewal rate of foreign-funded enterprises are different, and the influence intensity and mechanism of FDI with different knowledge and technology content on the integration and utilization of external scientific and technological resources are different. Attracting foreign investment is an effective way to acquire external knowledge and information technology. This paper analyzes the influence of FDI on the efficiency of knowledge integration and utilization of domestic investment departments from the point of view of the trend of technological change, and then constructs a theoretical model of the effect of FDI on independent innovation of domestic investment departments at different technological levels. Based on the theoretical analysis, this paper uses the panel data of 19 industries of high-tech industries from 1999 to 2010 to measure the technological level of foreign-funded enterprises by using entropy weight method, and then carries out regression analysis. The main conclusions are as follows: FDI promotes the efficiency of knowledge integration and utilization of the whole domestic capital sector, and has a positive effect on independent innovation of high-tech industry, but the influence intensity is restricted by its technical level. In other words, FDI with medium technology level significantly promotes independent innovation in domestic capital sector, but FDI with too high or too low technology level can not play a significant role. Further analysis shows that different technology levels of FDI have some differences on the impact path of high-tech industry independent innovation. First of all, FDI with too high or too low technology level has a negative effect through competition, but FDI at low technology level has no significant effect, while FDI at medium technology level has a significant positive effect. Secondly, the impact intensity of R & D demonstration on independent innovation of high-tech industry shows a trend of first strengthening and then weakening with the improvement of technological level, but the effect of high-tech level of FDI is not significant. With the increase of knowledge and technology content of foreign-funded enterprises, the influence of R & D personnel training and mobility on independent innovation in high-tech industry increases gradually, but the effect of low-technology level FDI is not significant. Therefore, according to the technological level of foreign-funded enterprises, the differentiated management of foreign-invested enterprises will effectively promote the independent innovation ability and innovation efficiency of high-tech industries.
