绿色信贷发展的政策研究:湖北例证

【摘要】:随着经济全球化进程加快,想实现经济与环境的和谐发展必须走可持续发展道路,这必须通过多种手段进行支持,其中重要的一个环节就是银行的“绿色信贷”业务。从九五计划开始中央就提出将“走可持续发展战略”作为基本国策来执行,现如今十三五规划更是将“坚持绿色富国、绿色惠民,推动形成绿色发展方式”的发展理念从顶层设计落实下来。但目前的“双高”粗放型工业企业大量存在,使得我国在节能减排上面临巨大挑战,而在环保事业方面又存在着资金缺口巨大的问题,想达到发展经济和保护环境的和谐共存依然任重道远。银行作为金融行业主体和资金来源的主控方,拥有着资金和信息优势,并且掌控着利益传导机制,政府正可以利用其杠杆效应来引导市场朝一个更持续的方向发展。在推进银行业开展绿色信贷中,政府的职能是要担当起严格的监管角色。而作为下属的相关部门,如环保局、人民银行、银监会等也要联合起来形成政策合力,同时展开应对措施和监管职能,并积极引导企业环保的社会责任意识。政府不仅要对支持和改善环保的企业和项目在政策上进行倾斜,还要帮助污染企业治污。首先,绿色信贷政策,是以银行通过对公共政策、风险管理、社会责任及赤道原则的综合分析而形成的一套适用于当下经济走可持续发展战略的新型产物。从坚持走可持续发展战略被纳入基本国策开始,环境污染的恶化将对我们今后的生活带来不可估量的严重后果,绿色信贷政策越发显示出它的优势。其次,分析了世界主要几家银行的政策和以赤道原则为首的一系列相关指南,提取国外银行绿色信贷政策的优秀经验,并以市场与政府关系的视角,站在政府的立场探析如何和谐的管理与发展社会与环境问题。文章从法律、地方保护主义、政府激励和信息沟通机制四个方面来分析我国银行自开展绿色信贷政策以来所存在的问题,再从观念因素、制度缺失、利益因素和政府权限因素来分析出现问题的原因。通过借鉴最具典型的西方发达国家和日本等国家的成功经验,然后总结这些国家在绿色信贷政策方面为何能够取得良好的效果。最后,因地制宜,结合我国的国情和湖北目前的省情进行更为具体的分析,即湖北省正处于由工业大省向工业强省跨越的关键阶段,正致力于加速实现低碳经济转型,力图通过完成减排目标来提升其城市化、工业化品质。因此,绿色信贷的贯彻执行对湖北的工业化过渡以及长期可持续发展至关重要。
[Abstract]:With the acceleration of the process of economic globalization, to realize the harmonious development of economy and environment, we must take the path of sustainable development, which must be supported by various means, one of which is the "green credit" business of banks. Since the beginning of the Ninth Five-Year Plan, the Central Committee has proposed to implement the "sustainable development strategy" as a basic national policy. Now, the 13th Five-Year Plan will "adhere to green rich countries and green benefits to the people." Promote the formation of green development mode "development concept from the top design implementation." However, there are a large number of "double high" extensive industrial enterprises, which make our country face huge challenges in energy saving and emission reduction, and there is a huge funding gap in environmental protection. There is still a long way to go to achieve harmonious coexistence between economic development and environmental protection. As the main body of financial industry and the main control of capital sources, banks have the advantages of capital and information, and control the mechanism of interest transmission. The government can use its leverage effect to guide the market to a more sustainable direction. In promoting green credit in the banking sector, the role of the government is to play a strict regulatory role. As a subordinate relevant departments, such as the Environmental Protection Bureau, the people's Bank of China, the Banking Regulatory Commission, and so on, they should unite to form a joint policy, at the same time, they should carry out countermeasures and regulatory functions, and actively guide the social responsibility consciousness of enterprises' environmental protection. The government should not only favor enterprises and projects that support and improve environmental protection, but also help polluters deal with pollution. Firstly, the green credit policy is a new product of the sustainable development strategy, which is formed by the comprehensive analysis of public policy, risk management, social responsibility and equatorial principle. Since the sustainable development strategy has been incorporated into the basic state policy, the deterioration of environmental pollution will bring incalculable serious consequences to our life in the future, and green credit policy has shown its advantages more and more. Secondly, this paper analyzes the policies of several major banks in the world and a series of related guidelines led by the Equator principle, extracts the excellent experience of the green credit policy of foreign banks, and from the perspective of the relationship between the market and the government. How to manage and develop social and environmental problems harmoniously from the standpoint of government. This paper analyzes the problems existing in the green credit policy of Chinese banks from the four aspects of law, local protectionism, government incentive and information communication mechanism, and then analyzes the problems existing in China's banks since the development of green credit policy, and then analyzes the lack of concept factors and institutions. Interest factors and government authority factors to analyze the causes of problems. By learning from the successful experiences of the most typical western developed countries and Japan, this paper sums up the reasons why the green credit policies of these countries can achieve good results. Finally, according to local conditions, combining the national conditions of our country and the current situation of Hubei Province to carry out more concrete analysis, that is, Hubei Province is in the critical stage of leaping from a major industrial province to a strong industrial province, and is working to accelerate the transition of the low-carbon economy. Try to achieve emission reduction targets to improve its urbanization, industrialization quality. Therefore, the implementation of green credit is of great importance to the industrialization transition and long-term sustainable development of Hubei.
