井岗山红色旅游资源开发利用中的政府作用研究

【摘要】：红色旅游资源是指中国共产党成立以后、新中国成立以前,包括中国共产党创建初期、大革命时期、土地革命时期、红军长征时期、抗日战争时期、解放战争时期等历史时期重要的革命纪念地、纪念物及其所承载的革命精神。红色旅游资源在地区经济运行中的地位和作用以及红色旅游资源本身具有的特点决定了政府要在红色旅游资源开发利用中发挥立法、规划、协调和监管、投资等作用。井冈山是国家5A级旅游景区,当地政府在红色旅游资源开发利用中发挥了积极的作用,如编制总体规划和详细规划,腾出旅游发展空间；逐步理顺管理体制,加强红色旅游资源和生态保护；创新红色旅游产品,带动农业产业发展等。但也存在一些问题,如旅游规划不完善,红色旅游资源开发处于初级阶段；保护力度不够,红色旅游资源和生态环境受到破坏；政府包办旅游,红色旅游市场主体缺乏活力；政府监管不力,旅行社间恶性竞争时有发生;红色旅游区域间合作力度不够,难以形成红色旅游大气候；财政投入不足,基础设施不配套等。本文在借鉴国内外政府在旅游资源开发利用中发挥作用的经验基础上,提出了当地政府在红色旅游资源开发利用中要进一步完善可持续开发规划,推动红色旅游产业升级；加大旅游资源保护力度,促进红色旅游业可持续发展；明确政府职能定位,完善可持续管理体制；建立井冈山旅游涉企业诚信体系,依托行业协会管理旅行社和导游；加强区域合作,打造大井冈旅游圈；落实可持续开发资金,加强旅游公共服务等红色旅游资源可持续发展的实现途径。
[Abstract]:The red tourism resources refer to the period of the founding of the Communist Party of China and the founding of New China, including the initial period of the founding of the Communist Party of China, the Great Revolution period, the agrarian revolution period, the Red Army long March period, the Anti-Japanese War period. An important revolutionary memorial during the period of the War of Liberation and other historical periods. The status and role of red tourism resources in regional economic operation and the characteristics of red tourism resources determine that the government should play an important role in the development and utilization of red tourism resources. Law. Jinggangshan is a national 5A class tourist area. The local government has played an active role in the development and utilization of red tourism resources, such as overall planning and detailed planning. Vacating space for tourism development; Gradually straighten out the management system, strengthen the red tourism resources and ecological protection; Innovating red tourism products, promoting the development of agricultural industry, etc., but there are also some problems, such as imperfect tourism planning, the development of red tourism resources is in the primary stage; Insufficient protection, red tourism resources and ecological environment has been damaged; The government organizes tourism, the main body of red tourism market lacks vitality; The government supervision is weak, the vicious competition among travel agencies occurs from time to time; The cooperation between regions of red tourism is not enough, it is difficult to form the general climate of red tourism; This paper draws lessons from the experience of the domestic and foreign governments in the development and utilization of tourism resources. The local government should further improve the sustainable development plan in the development and utilization of red tourism resources and promote the upgrading of red tourism industry. Strengthen the protection of tourism resources to promote the sustainable development of red tourism; Make clear the government function position, perfect the sustainable management system; Establish Jinggangshan tourism enterprise integrity system, relying on industry associations to manage travel agencies and tour guides; Strengthen regional cooperation to create a tourism circle; Implementing sustainable development funds and strengthening the sustainable development of red tourism resources such as tourism public services.
