哈铁国旅旅游专列运营方案研究

【摘要】:当前我国正处于全面建成小康社会的关键时期,经济迅猛发展,全路也面临着政企分开、深化改革和加快推进管理体制改革的攻坚阶段。昔日常常以政府企业双重职能身份出现在公众视野的铁老大,而今己变成独自在市场中打拼,要靠实力去闯市场,靠能力去研发市场,靠经验去适应市场,真正走向市场经济的国有企业。在这种变化下,不仅仅铁路的“铁交椅”、“铁老大”的身份己一去不复,更重要的是铁路在市场经济、信息经济、物流经济高速发展的今天是否还能独占一席之地,铁路在市场的这块“蛋糕”会越做越大还是会越做越小,更或甚至走向衰亡。如果不改变我们当前的工作打法,还按照以往铁路的常规打法出牌,不仅仅是蛋糕大小的问题,而更有可能是关乎生死存亡的大问题。 哈尔滨铁路旅游集团(以下简称哈铁国旅)是哈尔滨铁路投资管集团的下属公司,是哈尔滨铁路局管内唯一一家铁路旅游公司。随着旅游业的快速发展,哈铁国旅所开行的各种旅游项目也逐年走热,旅游市场所占的份额也在逐年递增。但面对旅游市场越来越激烈的竞争,哈铁国旅要想保住现有的市场份额,并逐步扩大旅游市场,必须转变观念、开拓思路,充分利用自身的优势,敢想敢做、勇于超越、认真研发市场、研发新产品,尽最大努力满足不同客户多样化需求为市场策略。在此基础上,有必要研发更能发挥铁路优势,更能满足客户需求的旅游新产品  哈铁国旅旅游专列品牌,使哈铁国旅在做大旅游这块蛋糕的同时在扩大在旅游市场中的份额。 本文研究的目的就在于旅游专列产品的开发,不仅能突破目前铁路运输业的僵局,拓展客运市场,增加收益,还能促进促进铁路第三产业的蓬勃开展,促进区域旅游业和中央经济的开展。在公路、航空运输的竞争压力下,铁路的发展空间受到极大的压缩,其客运和货运的主业全面萎缩。随着供求关系的转变,以车、车票延伸服务为主的铁路部门多种经营也举步维艰。放下架子,利用自身优势,,开展形式多样的多种经营,也成为铁路求生存与促发展的方向。论文先以哈铁国旅开行旅游专列运营方案的市场分析出发,研究确定旅游专列的市场定位、经营方向、旅游专列的季节性需求;再针对旅游专列的运营方案进行前期的设计,具体从旅游专列运营方案设计、旅游专列经营车体需求及编组、旅游专列经营开行时间及区段、旅游专列经营模式进行全方位的设计;最后到旅游专列的运营管理,包括人员的管理、列车备品的管理、列车车体的管理。
