区域旅游应急合作研究

【摘要】：区域旅游应急合作是旅游安全管理的题中应有之义。当今时代，风险全球化正考验着每个国家和地区的应急治理能力。跨区域旅游突发事件频繁发生，旅游突发事件破坏力不断升级，区域旅游应急合作的需求已十分迫切，，同时也正面临种种挑战。因此，作为抗衡跨区域旅游突发事件、保障旅游安全行之有效的管理方法，区域旅游应急合作的研究具有重要的理论与现实意义。本研究交叉使用经济学中的博弈分析法、应急管理学理论、旅游安全学理论、区域旅游合作理论等，同时综合贯穿运用理论归纳、描述性分析、个案研究等方法对区域旅游应急合作进行了较为全面、系统的分析。研究主要分为基础理论研究、体系构建研究和个案分析等三个阶段：在基础理论研究阶段，本研究通过现实背景分析及历史文献梳理，对区域、旅游应急管理、区域旅游应急合作等核心概念进行了界定，明确了研究范畴。基于此，界定了区域旅游应急合作的治理对象，提取了其共性与个性特征，分析了跨区域旅游突发事件的发生、发展、演化与消亡。并确立了区域旅游应急合作主体和各自职能，分析了主体之间的博弈关系。在体系构建研究阶段，本研究解构了区域旅游应急合作的任务需求及内容结构，从预案、体制、机制、法制、保障五个方面建构了区域旅游应急合作体系，并深入分析了区域旅游应急合作的机制内容。在个案分析阶段，本研究首先分析了跨境旅游应急合作的阻滞因素与驱动因素，后以内地和香港为例，通过对内地、香港旅游应急体系现状及存在问题的具体分析，进一步归纳总结出两地的合作基础，最终提出两地区域旅游应急合作的战略构想。
[Abstract]:Regional tourism emergency cooperation is an important part of tourism safety management. Nowadays, risk globalization is testing the ability of emergency management of every country and region. As the destructive power of tourism emergencies is constantly escalating, the demand for regional tourism emergency cooperation is very urgent, and at the same time, it is also facing various challenges. Therefore, as an effective management method to counterbalance cross-regional tourism emergencies and ensure tourism security, The research of regional tourism emergency cooperation has important theoretical and practical significance. This research cross-uses the game analysis method in economics, the theory of emergency management, the theory of tourism safety, the theory of regional tourism cooperation and so on. The research is divided into three stages: basic theory research, system construction research and case analysis. In the research stage of basic theory, this study defines the core concepts of region, tourism emergency management, regional tourism emergency cooperation and so on through the analysis of realistic background and historical documents. This paper defines the governing object of regional tourism emergency cooperation, extracts its common and individual characteristics, analyzes the occurrence, development, evolution and extinction of cross-regional tourism emergencies, and establishes the main body and respective functions of regional tourism emergency cooperation. The game relationship between the subjects is analyzed. In the research stage of system construction, this study deconstructs the task demand and content structure of regional tourism emergency cooperation, and constructs the regional tourism emergency cooperation system from five aspects: plan, system, mechanism, legal system and guarantee. And deeply analyzed the mechanism content of regional tourism emergency cooperation. At the stage of case analysis, this study first analyzes the factors and drivers of cross-border tourism emergency cooperation, and then takes the mainland and Hong Kong as examples, through the specific analysis of the current situation and existing problems of the tourism emergency system in the mainland and Hong Kong. Further summed up the basis of cooperation between the two places, and finally put forward the strategic concept of regional tourism emergency cooperation between the two places.
