我国社会导游的行业治理体系研究

【摘要】:社会经济的迅猛发展带来了人们生活品质的提升,旅游作为一种享受生活的方式,,成为人们的首选。伴随着我国旅游业的不断发展,导游队伍问题也越来越突出,尤其是社会导游作为导游队伍中的特殊群体,其管理问题成为旅游行业发展的阻碍,社会导游的管理亟待改革。 本文共分为七个部分来对如何构建社会导游的行业治理体系进行分析。 第一部分为绪论,主要交代了论文研宄的背景、意义、方法及研宄思路。 第二部分为理论准备和调研设计。解析了社会导游与旅行社导游、治理与管理、行业治理、导游行业组织的概念,并且总结了关于社会导游管理的研宄现状。介绍了新公共管理理论、行业自治理论以及市民社会自治理论,并且对调研设计和数据运用进行了详细地解释。 第三部分为我国社会导游群体现状分析。分析了我国社会导游执业社会化演变的过程,并基于问卷数据,总结了社会导游群体的基本状况。 第四部分为我国现行的社会导游管理模式及其弊端。我国社会导游管理模式目前主要有导游服务公司管理模式、导游服务中心管理模式、导游协会管理模式。在这三种模式的基础上,论文对现行管理体制弊端进行了系统的分析,并提出改革改革现行体制的必要性。 第五部分为国内外行业组织管理模式经验借鉴。主要借鉴了香港旅游业的行业管理、西班牙的导游管理以及律师协会的行业管理。 第六部分为构建我国社会导游的行业治理体系。构建社会导游行业治理体系已经具备了社会基础、法律政策基础和组织基础,非常具有可行性。论文分析了社会导游行业治理体系下的相关者的利益关系,并认为构建社会导游行业治理体系需要树立正确的思想理念、建立健全的机制、完善法律政策^ 第七部分为研宄结论和不足。
[Abstract]:The rapid development of social economy has brought about the improvement of people's quality of life. As a way of enjoying life, tourism has become the first choice of people. With the continuous development of tourism in China, the problem of tour guides is becoming more and more prominent. Especially, as a special group of tour guides, the management of social tour guides has become a hindrance to the development of tourism industry, and the management of social tour guides needs to be reformed urgently. This paper is divided into seven parts to analyze how to construct the industry governance system of social tour guide. The first part is the introduction, which mainly explains the background, significance, method and thinking of research. The second part is the theoretical preparation and research design. It analyzes the concepts of social tour guide and travel agency guide, governance and management, industry governance, tour guide industry organization. It also summarizes the current situation of social tour guide management, introduces the theory of new public management, the theory of industry autonomy and the theory of civil society autonomy, and explains the research design and data application in detail. The third part is the analysis of the current situation of the social tour guide group in China. It analyzes the process of the social tour guide practice socialization evolution in China, and summarizes the basic situation of the social guide group based on the questionnaire data. The 4th part is the current social tour guide management mode and its malpractice in our country. At present, the social tour guide management mode in our country mainly includes the tour guide service company management mode, the guide service center management mode. On the basis of these three modes, the paper makes a systematic analysis of the malpractice of the current management system and puts forward the necessity of reforming the present system. The 5th part draws lessons from the experience of the domestic and foreign trade organization management mode. It mainly draws lessons from the industry management of Hong Kong tourism, the guide management of Spain and the industry management of the Bar Association. The 6th part is to construct the industry governance system of the social tour guide in our country. The construction of the social guide industry governance system already has the social foundation, the law policy foundation and the organization foundation. It is very feasible. This paper analyzes the interests of the related people under the social guide industry governance system, and thinks that the construction of the social guide industry governance system needs to set up the correct ideas, establish a sound mechanism, and improve the legal policy ^. Part 7th is the conclusion and deficiency of the study.
