恩施州全域旅游示范区建设路径研究

【摘要】：随着经济的转型,我国的旅游业模式也由单纯的“景点旅游”向“全域旅游”过渡。2016年2月5日,国家旅游局公布的第一批创建“国家全域旅游示范区”名单,恩施州跻身其中并排在湖北省创建单位的首位。为此,梳理恩施州旅游业发展现状,探索恩施州全域旅游示范区建设路径,实现恩施州旅游业的转型升级成为湖北省旅游发展工作的重中之重。然而,恩施州全域旅游示范区建设必须以“创新、协调、绿色、开放、共享”五大发展理念为统揽,以全域旅游的战略构想和战略体系为指导,以促进全域旅游“转型升级—绿色繁荣—和谐发展”为目标,最终把恩施州建设成为国家级优秀全域旅游示范区。文章首先回顾了国内外全域旅游研究的文献,并进行了述评。其次,在对区域旅游和全域旅游概念进行界定后,也对指导本研究的旅游产业集群理论、流量经济理论和旅游消费行为理论进行了梳理,并结合恩施州全域旅游示范区建设进行了分析。第三,对恩施州全域旅游发展现状进行分析,认为其旅游效益有所提高、旅游形象持续提升、配套设施有所改善,但同时也存在着旅游规划体系不系统、旅游管理体制机制不完善、全域旅游产品体系不健全等方面的不足。第四,提出了恩施州全域旅游示范区建设的战略构想,包括指导思想、战略目标、建设原则和战略体系构建,第五,根据全域旅游示范区建设战略构想,创新性探索出恩施州全域旅游示范区建设的五大战略路径,最后,对研究进行了总结和展望。
[Abstract]:With the economic transformation, China's tourism industry has also moved from a simple "scenic spot tourism" to "global tourism". On February 5, 2016, the National Tourism Administration announced the first batch of lists of "National All-regional Tourism demonstration zones" to be created. Enshi prefecture ranks in the first place among them in the establishment unit of Hubei province. Therefore, this paper combs the present situation of tourism development in Enshi prefecture, and explores the construction path of Enshi whole area tourism demonstration area. Realizing the transformation and upgrading of tourism in Enshi Prefecture has become the most important part of the tourism development in Hubei Province. However, the construction of the whole tourism demonstration area in Enshi Prefecture must be based on the five development concepts of "innovation, coordination, green, opening and sharing". Guided by the strategic conception and strategic system of global tourism, the goal is to promote the "transformation and upgrading, green prosperity and harmonious development" of tourism in the whole region. Finally, Enshi prefecture is built into a national excellent global tourism demonstration area. Firstly, this paper reviews the literature on the study of global tourism at home and abroad, and reviews it. Secondly, after defining the concepts of regional tourism and global tourism, It also combs the theory of tourism industry cluster, the theory of flow economy and the theory of tourism consumption behavior, and analyzes the construction of the whole tourism demonstration area in Enshi Prefecture. Based on the analysis of the present situation of the tourism development in Enshi Prefecture, it is concluded that the tourism benefit has been improved, the tourism image has been improved and the supporting facilities have been improved, but at the same time, the tourism planning system is not systematic and the tourism management system is not perfect. Fourth, put forward the strategic conception of Enshi Prefecture's whole area tourism demonstration area construction, including guiding ideology, strategic goal, construction principle and strategic system construction, fifthly, put forward the strategic conception of Enshi Prefecture's tourism demonstration area construction, including the guiding ideology, the strategic goal, the construction principle and the strategic system construction. According to the strategic conception of the construction of the whole region tourism demonstration area, the paper explores the five strategic paths of the construction of the whole area tourism demonstration area of Enshi Prefecture innovatively. Finally, the research is summarized and prospected.
