境外旅客购物离境退税的国际经验借鉴

【摘要】：随着入境游人数激增,以及离境退税政策进一步宣传推广,各国离境退税业务量逐步攀升,对入境游消费的拉动作用愈加明显。关于离境购物退税,新加坡、澳大利亚与欧美等发达国家具有较为先进的经验,目前已实现了境外旅客购物互联网自助离境退税。然而,我国境外旅客购物离境退税发展起步较晚,目前可享受离境退税的物品与商店数量较少,便利化程度较低。因此,文章通过深入分析国外经验,提出了我国境外旅客购物离境退税发展的完善建议。
[Abstract]:With the surge in the number of inbound visitors and the further promotion of the departure tax rebate policy, the volume of tax rebate business in various countries has gradually increased, and the pulling effect on inbound tourists' consumption has become more obvious. As for the tax rebate for departure shopping, Singapore, Australia, Europe and the United States and other developed countries have more advanced experience, and have already realized the self-help departure tax rebate for overseas tourists shopping on the Internet. However, the development of shopping departure tax rebates for overseas tourists in China started relatively late. At present, the number of goods and shops that can enjoy departure tax rebate is relatively small, and the convenience degree is low. Therefore, through the in-depth analysis of foreign experience, the paper puts forward some suggestions for the development of the tax rebate for overseas tourists shopping departure in China.
