新疆旅游人才供需平衡研究

【摘要】:新疆维吾尔自治区旅游产业发展大会于2011年5月召开,确立了新疆旅游产业为“国民经济的战略性支柱产业、改善民生的重要富民产业和人民群众更加满意的现代服务业”的发展定位。新疆旅游业据此提出了到“十二五”末,必须实现“三个一”的倍增计划:接待国内旅游者一亿人次、旅游总收入1000亿元、旅游总收入占全区GDP总量的10%。要实现这一目标,旅游人才是关键。 旅游人才供需平衡与旅游业的发展存在着相互依存的关系,旅游业的发展方向引发旅游人才需求的变动,这就要求旅游人才的供给要做相应的调整。旅游人才供给应和旅游人才需求尽量相协调,当二者出现不协调的格局,相关部门应从战略上进行调整,,以满足社会对旅游人才的需求。 本论题是在以下几个层面的思考上应运而生:旅游业成为国民经济的战略性支柱产业之一,新疆旅游人才的发展面临着更多的挑战,在数量上满足旅游产业的发展外,还要提高旅游人才的专业素养;《国民旅游休闲纲要》的出台,在一定程度上对新时期旅游人才结构的构建指引了方向;在“十二五”末,新疆旅游业实现“三个一”的倍增计划,旅游人才是关键;《新疆维吾尔自治区中长期旅游人才发展规划(2011—2020年)》的出台,充分说明自治区旅游局各级领导重视旅游人才的发展,认识到以旅游人才的跨越式发展支撑新疆旅游的跨越式发展的重要性。论题的研究将为新疆相关部门落实《新疆维吾尔自治区中长期旅游人才发展规(2011—2020年)》的内容,实施旅游人才培养计划提供指导性的方向。 本文以新疆旅游人才需求现状为基础,结合旅游产业发展特征及对人才的需求特点,从旅游人才需求与供给关系入手,分析新疆旅游人才供需关系失衡的问题,对目前新疆旅游人才队伍建设中存在的问题进行深入剖析,在此基础上构建新疆旅游人才需求—供给结构和新疆旅游人才需求结构名录,最后提出关于新疆旅游相关部门开展人才培养计划的相关建议。
[Abstract]:The Xinjiang Uygur Autonomous region Tourism Industry Development Conference was held in May 2011, which established the Xinjiang tourism industry as the "strategic pillar industry of the national economy."The development orientation of the important and prosperous industries for improving people's livelihood and the modern service industry which the people are more satisfied with.According to this, the tourism industry of Xinjiang has put forward the doubling plan of "three ones" by the end of the 12th Five-Year Plan: to receive 100 million domestic tourists, the total income of tourism is 100 billion yuan, and the total income of tourism is 10% of the total GDP of the whole region.To achieve this goal, tourism talent is the key.The balance between the supply and demand of tourism talents and the development of tourism are interdependent, and the development direction of tourism leads to the change of demand for tourism talents, which requires that the supply of tourism talents should be adjusted accordingly.The supply of tourism talents should be coordinated with the demand for tourism talents as far as possible. When there is an incongruous pattern between the two, the relevant departments should make strategic adjustments to meet the demand of the society for tourism talents.This thesis comes into being on the following levels: tourism has become one of the strategic pillar industries of the national economy, the development of tourism talents in Xinjiang is facing more challenges, and the development of tourism industry can meet the needs of the development of tourism industry in quantity.To some extent, the introduction of the National Tourism Leisure outline has guided the construction of tourism talent structure in the new period; at the end of the 12th Five-Year Plan,In order to realize the "three ones" doubling plan for Xinjiang's tourism industry, tourism talent is the key; the "Medium- and Long-Term Tourism Talent Development Plan of the Xinjiang Uygur Autonomous region 2011-2020" was issued.It is fully explained that the leaders of the regional tourism bureau at all levels attach importance to the development of tourism talents, and realize the importance of supporting the leap-forward development of Xinjiang tourism with the leap-forward development of tourism talents.The research on the topic will provide the guiding direction for the relevant departments in Xinjiang to carry out the contents of the medium and long term Tourism Talent Development Plan of Xinjiang Uygur Autonomous region 2011-2020 and to carry out the tourism talent training plan.Based on the present situation of tourism talent demand in Xinjiang, combining with the characteristics of tourism industry development and the demand for talents, this paper analyzes the imbalance between the demand and supply of tourism talents in Xinjiang from the perspective of the relationship between demand and supply of tourism talents.On the basis of analyzing the problems existing in the construction of tourism talents in Xinjiang at present, the paper constructs the structure of demand and supply of tourism talents in Xinjiang and the list of the structure of demand for tourism talents in Xinjiang.Finally, the author puts forward some suggestions on the development of talent training plan for tourism departments in Xinjiang.
