基于循环经济理论的森林旅游生态补偿机制研究

【摘要】：森林旅游不但符合生态文明所要求的资源开发方式以及可持续发展的目标,同时也能够满足人们回归自然的消费心理,逐渐成为生态旅游的最佳目的地。然而,森林旅游的发展必然会对森林资源及其生态环境造成一定程度的威胁,影响其生态系统的功能。旅游生态补偿不但能够借助惩罚措施制约旅游业中的生态污染与破坏行为,还可以通过激励手段加强人们的生态保护意识,协调旅游发展与生态保护以及利益相关者之间的关系,从而实现绿色循环发展,重塑旅游业绿色形象。本文在阐明研究背景与研究意义之后,对国内外生态补偿、旅游生态补偿相关研究成果进行系统地梳理总结,并在此基础上界定了旅游生态补偿的内涵。本文认为旅游生态补偿是指主要以经济手段调节旅游开发及发展过程中生态利益相关者之间利益关系的制度安排。本文的主体部分分析了构建森林旅游生态补偿机制意义,确定了实施森林旅游生态补偿的基本原则和目标定位,并从补偿主体、补偿对象、补偿标准、补偿资金来源与管理、补偿方式、循环反哺等方面构建了森林旅游生态补偿机制。之后从生态和社区两个角度建立了森林旅游生态补偿绩效评价指标体系。本文的实证分析部分,选取了白云山国家森林公园为案例地,调查分析其当前旅游生态补偿现状,并在前文研究的基础上,通过补偿标准测算和补偿绩效评价指标体系对其旅游生态补偿的具体实施情况进行评价。结果表明,白云山景区2015年旅游生态补偿资金投入量符合应发放的标准,自然生态系统和社区方面的补偿也取得良好效果。文中结合白云山国家森林公园旅游生态补偿实践,提出应从政策法律、管理层面、技术层面、社会层面加强保障体系,以促进森林旅游生态补偿的顺利开展。本文的结论部分客观地概括了文章的研究结论及创新点,指出了本文研究的不足,并展望了未来的研究方向。
[Abstract]:Forest tourism not only meets the requirements of ecological civilization for the development of resources and the goal of sustainable development, but also can meet people's natural consumption psychology, gradually become the best destination of eco-tourism. However, the development of forest tourism will inevitably threaten the forest resources and their ecological environment to a certain extent and affect the function of their ecosystem. Tourism ecological compensation can not only restrict ecological pollution and destruction in tourism by means of punishment measures, but also strengthen people's awareness of ecological protection by means of incentives. To coordinate the relationship between tourism development, ecological protection and stakeholders, so as to realize the green cycle development and reshape the green image of tourism industry. After clarifying the research background and significance, this paper systematically summarizes the research results of ecological compensation and tourism ecological compensation at home and abroad, and then defines the connotation of tourism ecological compensation. This paper holds that tourism ecological compensation refers to the institutional arrangement of regulating the relationship between ecological stakeholders in the process of tourism development and development by economic means. The main part of this paper analyzes the significance of constructing forest tourism ecological compensation mechanism, determines the basic principles and objectives of implementing forest tourism ecological compensation, and from the compensation subject, compensation object, compensation standard, compensation fund source and management. Compensation mode, recycling and other aspects of the forest tourism ecological compensation mechanism. Then the evaluation index system of forest tourism ecological compensation performance is established from two aspects of ecology and community. In the part of empirical analysis of this paper, we select Baiyun Mountain National Forest Park as a case study, investigate and analyze its current situation of tourism ecological compensation, and on the basis of the previous study, The concrete implementation of tourism ecological compensation is evaluated through compensation standard calculation and compensation performance evaluation index system. The results showed that the investment amount of tourism ecological compensation fund in 2015 in Baiyun Mountain Scenic area was in line with the standard to be issued, and the compensation of natural ecosystem and community also achieved good results. Combined with the practice of tourism ecological compensation in Baiyun Mountain National Forest Park, the paper puts forward that the guarantee system should be strengthened from the aspects of policy and law, management, technology and society, in order to promote the smooth development of forest tourism ecological compensation. The conclusion of this paper objectively summarizes the research conclusions and innovation points of this paper, points out the shortcomings of this study, and looks forward to the future research direction.
