社区居民参与旅游小城镇发展之策略

【摘要】：旅游小城镇的发展需要社区居民提供驱动力,社区居民参与旅游小城镇发展对于改善小镇居民与游客的关系,保护小城镇生态环境,化解社区居民、政府、旅游企业各方矛盾,实现旅游小城镇可持续发展起着重要作用。但目前我国旅游小城镇社区参与普遍存在居民参与意识淡薄、参与人数少、参与形式单一、参与层次低、缺乏组织领导和保障机制等问题。为此可以通过立法建立旅游小城镇社区参与的法律保障体系,政府重视保证社区居民对旅游小城镇发展的实质性参与,充分发挥非政府组织的桥梁纽带作用,开展丰富多彩的社区活动,激发居民参与热情,提升居民参与能力,真正实现社区居民参与旅游小城镇发展并从小城镇的旅游发展中受益。
[Abstract]:The development of tourism small towns needs community residents to provide driving force, community residents to participate in the development of small towns to improve the relationship between small town residents and tourists, to protect the ecological environment of small towns, to resolve community residents, government, tourism enterprises. The sustainable development of small tourist towns plays an important role. But at present, there are some problems such as weak participation consciousness, small number of participants, single participation form, low level of participation, lack of organizational leadership and security mechanism in the community participation of tourism small towns in our country. Therefore, legislation can be adopted to establish a legal guarantee system for community participation in small tourist towns. The government attaches importance to ensuring the substantive participation of community residents in the development of small tourist towns and gives full play to the role of non-governmental organizations as a bridge link. To carry out rich and colorful community activities, stimulate residents' enthusiasm for participation, promote residents' ability to participate, and truly realize the benefits of community residents' participation in the development of small towns and small towns as well as the tourism development of small towns.
