贵州文化旅游发展创新区构建问题研究

【摘要】：进入新世纪十多年来，改革开放的动力继续推动中国经济社会持续而快速的发展，中国共产党在十七届六中全会的报告中提出：坚持推进文化体制深化改革，使文化产业在经济社会发展中的作用更加明显，，地位大幅度提高。在2012年国发2号文件中，国务院根据贵州省情、贵州文化旅游产业发展的基础对贵州提出了建设文化旅游发展创新区的要求，并指出贵州在推进经济社会发展过程中要更好的把握住第二轮西部大开发战略实施的契机，把文化旅游产业的发展作为贵州实现工业化、城镇化、农业现代化融合发展、促进贵州旅游产业升级、经济社会跨越式发展的突破口。在此背景下，本文认为，对贵州如何创建文化旅游发展创新区问题进行研究，提出其发展过程中的发展策略和实施途径，对贵州如何推进实现旅游强省的战略目标等问题进行研究论证，意义重大。马克思曾对关于“实现人类全面而自由发展”的问题进行过全面的论述，本文将以此作为理论基础，并从这个理论视角出发，把文化产业理论、旅游业经济效益理论、区域旅游整合理论、可持续发展理论等作为理论支撑，综合运用文献综合研究法、访谈记录法、实地调查法、多角度分析问题、多学科理论论证的方法对该问题进行较为系统的分析和研究。贵州是云贵高原的一颗明珠，千百万年来的地质演变构成了自然生态的奇特性，世居于此的少数民族同胞们在长期的生产生活实践中创造出了风俗各异的少数民族文化，无论是各具民族风格的民居、桥梁，独具匠心的服装、饰品，还是婚丧嫁娶的风俗习惯、节日祭祀等庆典，就连一些饮食习惯等都无不蕴含着多姿多彩的人文底蕴。贵州历史文化厚重，有众多历史文化遗迹。长征过程中召开的遵义会议，飞夺泸定桥、四渡赤水等战役是贵州发展红色旅游的重要宝贵资源。这些丰富的文化旅游资源璀璨而独特，贵州经过改革开发以来几十年的发展，文化旅游产业具有一定的基础和规模，然而在发展过程中，诸如基础设施条件不够完善、文化旅游资源开发效能较低、开发过程中急功近利，缺乏长效的保护机制等问题也长期存在，这些都成为了贵州发展文化旅游产业良性发展的制约因素。通过对国内外发展文化旅游产业的经验进行综合分析和比较，作者认为贵州在进行文化旅游发展创新区的建设过程中，做好顶层设计，即从政府宏观调控层面制定好政策、完善相关法律法规、加强区域整合、提升竞争力；加强信息化建设、打造文化精品；运用现代科技管理和推广等等。同时应当吸取经验教训，避免重蹈国内外发展文化旅游经济过程中重大失误的覆辙。贵州在建设文化旅游发展创新区过程中，一方面能使独特的文化旅游资源得以有效开发和利用，丰富文化旅游产品，提升产业影响力，促进旅游产业与贵州经济社会同步发展；另一方面在发挥文化旅游经济效益的同时，科学进行统筹和规划，做到合理高效开发，制定制度、采取措施，使自然环境和民族文化得到有效保护，保障旅游经济健康可持续发展。本文首先立足于对贵州本土旅游文化发展进行梳理，其次着眼于对第二轮西部大开发和国发2号文件对贵州发展文化旅游产业产生的政策影响进行分析，并结合贵州当前着力推进城市化和工业化进程，大力发展旅游产业，探索建立文化旅游发展创新区等开展研究，希冀通过研究尝试对本土旅游经济发展做出一些积极的探索。但囿于个人能力水平的局限性，加之时间仓促和经费不足等原因，本文偏重于定量分析，对整个问题的研究尚不够全面，略显不足。
[Abstract]:In the report of the Sixth Plenary Session of the sixty - seventh session of the Communist Party of China , the State Council put forward the demand for the development of cultural tourism development , and pointed out that the development of the cultural tourism industry is a breakthrough in the development of tourism industry in Guizhou .

Marx made a comprehensive exposition of the question about " realizing human comprehensive and free development " , this paper will serve as the theoretical foundation , and from the perspective of this theory , this paper puts forward the theory of cultural industry theory , tourism economic benefit theory , regional tourism integration theory , sustainable development theory , etc . as the theoretical support , comprehensive application of the literature comprehensive research method , the interview recording method , the field investigation method , the multi - angle analysis problem , the multi - disciplinary theory demonstration method to carry out more systematic analysis and research on the problem .

Guizhou is a pearl of Yunnan and Guizhou Plateau , and the geological evolution of millions of years has formed the unique characteristics of natural ecology . In the long - term production and living practice , the minority compatriots living in this country have created a variety of cultural relics . These rich cultural tourism resources are bright and unique , and the cultural tourism industry has a certain foundation and scale . However , in the course of development , such as inadequate infrastructure conditions , low development efficiency of cultural tourism resources , and lack of long - term protection mechanisms , these have become the restricting factors of the healthy development of the development culture tourism industry in Guizhou .

Based on the comprehensive analysis and comparison of the experience of the development of cultural tourism industry at home and abroad , the author thinks that in the process of constructing the innovation area of cultural tourism development , the author puts forward the top - level design , that is , the policy is formulated from the macro - control level of the government , the relevant laws and regulations are improved , the regional integration is strengthened , and the competitiveness is promoted ;

On the other hand , while playing the cultural tourism economic benefit , science carries out integrated and planning , reasonably and efficiently develops and develops the system , takes measures to make the natural environment and national culture effectively protected , and guarantees the sustainable development of tourism economy and health .

Based on the analysis of the development of local tourism culture in Guizhou province , this paper focuses on the analysis of the policy influence on the development of tourism industry in Guizhou .
