中国风景道制度框架设计

【摘要】:作为公共产品的风景道(scenic byways)是一种路侧或视域之内,拥有审美风景、自然、文化、历史、考古和游憩等价值的景观道路,它实现了道路从单一的交通功能向交通、生态、游憩和保护等复合功能的转变。 美国风景道体系建设的成功经验是把风景道作为一种公共产品,应用先进的公共管理理念,从立法、管理、投融资、技术规范和监管等多方面,采取积极措施,构建风景道制度,从而指导和促进风景道快速、健康和可持续发展。我国风景道体系尚未建立,处于缺乏科学、系统的理论指导的尴尬境地,对指导理论的要求十分迫切。因此,我们应该学习借鉴美国在管理风景道建设方面的先进经验,为我所用。 基于此,本文首先对美国的,作为公共产品的风景道制度的理论框架进行了完整的探讨,接着,结合中国国情,立足中国特色,对中国风景道制度的框架进行了初步的探索,最后,将两国风景道的制度进行了比较分析。这些工作和研究在国内尚属首次,具有创新性,填补了国内此研究领域的空白,具有重要的理论和实践意义。全文共分为六部分: 第一部分为绪论。主要内容包括:研究对象及概念界定,研究背景与问题提出、研究目的及意义、研究路线与方法、突破与创新与论文框架。 第二部分为研究综述与相关理论。主要对国内外的风景道制度方面的研究进行了归纳总结,最后提出了本论文的相关理论与方法。 第三部分为美国风景道制度研究。从风景道立法(基于法案的国家风景道计划和体系)、管理、投融资(基金资助)、技术规范(营销工具包、品牌战略、营销计划、形象设计)、监管(评估)等五方面,提出了美国风景道制度的主要内容,每方面均从目的、现状和评述三个角度进行了总结凝练。 第四部分为中国风景道制度框架设计。从与美国相同的几方面,结合中国国情,尝试着对中国风景道的制度进行了理论框架的构建。 第五部分为中美风景道制度比较。对中美两国风景道制度的整体架构和具体细节方面进行了较全面的比较分析。 第六部分为结论与讨论。对本文的研究成果进行总结,并提出论文的不足与研究展望。
[Abstract]:Landscape Road as a public product is a kind of landscape road with aesthetic scenery, nature, culture, history, archaeology and recreation. It realizes the road from a single traffic function to a traffic, ecological, etc. The transformation of complex functions such as recreation and protection. The successful experience of the construction of the scenic road system in the United States is to take the scenic road as a public product, to apply advanced public management concepts, and to take active measures in many aspects, such as legislation, management, investment and financing, technical regulation and supervision, etc. Construct the scenic road system to guide and promote the rapid, healthy and sustainable development of the scenic road. The landscape road system in our country has not been established yet, and it is in the awkward position of lacking scientific and systematic theoretical guidance, so the requirement of guiding theory is very urgent. Therefore, we should learn from the advanced experience of the United States in the construction of landscape management, for our own use. Based on this, this paper first makes a complete discussion on the theoretical framework of the landscape road system in the United States as a public product, and then, in combination with the national conditions of China, based on the Chinese characteristics, makes a preliminary exploration of the framework of the landscape road system in China. At last, the system of scenic road between the two countries is compared and analyzed. These work and research are the first time in our country, which is innovative and fills up the blank in this research field in China, and has important theoretical and practical significance. The full text is divided into six parts: the first part is the introduction. The main contents include: research object and concept definition, research background and problem, research purpose and significance, research route and method, breakthrough and innovation and paper frame. The second part is a review of the research and related theories. This paper summarizes the research on landscape road system at home and abroad, and finally puts forward the relevant theories and methods of this paper. The third part is the research of American landscape road system. From the aspects of Scenic Road legislation (National Landscape Road Plan and system based on Act, Management, Investment and financing (Fund funding), Technical Specification (Marketing Toolkit, Brand Strategy, Marketing Plan, Image Design, Supervision (Evaluation), etc.), This paper puts forward the main contents of American landscape road system, which is summarized and condensed from three angles of purpose, present situation and comment. The fourth part is the framework design of Chinese landscape road system. From the same aspects as the United States, combined with the national conditions of China, this paper tries to construct the theoretical framework of the Chinese landscape road system. The fifth part is the comparison of the landscape road system between China and the United States. This paper makes a comprehensive comparative analysis of the overall structure and specific details of the landscape road system between China and the United States. The sixth part is the conclusion and discussion. This paper summarizes the research results, and puts forward the shortcomings and research prospects.
