【摘要】：随着我国经济社会发展水平的不断提升，人们对于快节奏、高压力城市生活的疲倦，休闲农业旅游越来越得到大众的青睐。城市居民渴望到大自然中去感受造物主的神奇，渴望到农村去进行田园观光、舒展身心、陶冶情操、沟通交流，参与农事活动、品尝农村美食、住宿农家房屋，，进行农业科普教育。休闲农业是融合一、二产业的一种新型农业经济发展模式，是培育农业农村经济发展新的增长点，也是拓展农业功能、发展现代农业产业、增加农民收入的有效途径，因此，从中央到市、县，休闲农业获得了普遍的认可和发展。凤县县委、县政府也以超前的眼光看到了转型发展休闲农业的优势，提出了“秦岭花谷、天然氧吧”等休闲旅游口号，通过几年的努力，休闲农业发展获得了巨大的成功，吸引了八方游客的眼光，知名度、美誉度明显提升。但是，凤县在发展休闲农业过程中也存在诸如盲目开发、布局不合理、政策扶持力度不大、配套设施不健全等问题，在一定程度上影响了休闲农业快速、规范发展。因此，研究凤县休闲农业发展对于凤县休闲旅游产业具有重要的理论参考和实践指导意义。本文主要通过定性分析和定量分析相结合、比较研究、文献调查等方法，对国内外休闲农业现状进行了归纳，对休闲农业基本问题进行了探索，应用SWOT分析法对凤县发展休闲农业进行了客观研究，对休闲农业典型案例进行了阐述，对凤县休闲农业发展现状进行了全面总结，并针对存在的问题提出了对策和建议，主要研究结论如下： 1、通过对德国、美国、日本、南京、成都等国内外休闲农业比较发达国家、城市发展现状的阐述和分析，得出了休闲农业发展过程中政府适当干预和调控、注重保护和适度开发、投资主体多元化、休闲农业的多功能性、发挥协会等社会组织的作用、实体建设和节庆活动协同推进、推进农业旅游产品开发与整合营销七个休闲农业发展的普遍做法和规律性经验。 2、在前人研究休闲农业定义、特点、发展模式等基本理论问题的基础上，得出了以下几个主要结论：一是认为休闲农业是以开发农业自然生态环境为基础，以观赏农村风光、参与农业生产、体验农家生活、进行农业教育、品尝农家餐饮为主要内容，将自然景观与农村独特的民俗文化有机结合，将产业发展与农民增收有机结合，以满足不同消费者的休闲度假需求的一种产业经营模式，是农业发展到一定阶段的经济增长的新途径，也是合理开发农业资源、拓展农业功能的有效平台。二是在研究休闲农业类型中，根据其发展实际，可以考虑建立分级划分体系，先从大的方面划分为若干大类，再在每个大类中再划分二级类型，甚至三级类型、四级类型，由大到小、由粗到细、由共性到具体。三是休闲农业的特点具有自然生态性、参与体验性、区域特色性、文化挖掘性和产业开发性。四是因子分析法在休闲农业评价分析中采用的较多，根据分析结果，社会经济发展水平是影响休闲农业发展的一个主要因素。五是我国的休闲农业发展经过了早期兴起阶段（1980—1990年）、调整发展阶段（1990—2000年）、规范经营阶段（2000—2010年）三个发展阶段。六是发展休闲农业不仅能够调整优化农业产业结构、促进当地经济的快速发展，有效改善农业农村生产生活环境，还可以传承发扬特色农耕文明，凝聚教育人心，培育和提高农民的自身素质，最终促进社会文明和谐。 3、根据对凤县休闲农业SWOT的分析，提出4种发展战略：SO战略为发展型，即充分发挥自首优势，利用机会加快发展步伐；WO战略为扭转型战略，即利用机会，克服弱势，形成自身发展体系；ST战略为多样化战略，即利用自身优势，回避外部威胁；WT战略为防御型战略，即克服弱势，回避威胁，走保守发展模式。 4、凤县休闲农业与乡村旅游业已初具规模，大致可以分为生态农庄型、休闲农家型、旅游产品展示型、民俗文化体验型和特色产业观光型。 5、通过对凤县休闲农业典型案例的分析得出：充分调研和科学规划是先导，统筹兼顾和产业发展是基础，多元投资和创新机制是保障，政策扶持和调动资本是手段，节庆活动和人性服务是亮点。 6、凤县发展休闲农业的措施主要是：政府是休闲农业发展的规划者和保障者，市场是休闲农业发展的导航者和宣传者，企业是休闲农业的建设者和管理者，农户是休闲农业的参与者和受益者，科技是休闲农业发展的提升者和展示者，服务是休闲农业的吸引者和感受者，品牌是休闲农业的影响者和树立者，节庆活动是休闲农业的补充者和组成者。
[Abstract]:With the continuous improvement of the level of economic and social development and the fatigue of fast rhythm and high pressure city life, leisure agricultural tourism is getting more and more popular. Urban residents are eager to feel the magic of the creator in nature, desire to go to the countryside to carry on the field sightseeing, stretch the body and mind, cultivate the sentiment, communicate and participate. Farming activities, tasting rural food, lodging farmhouses, and conducting agricultural science education.
Leisure agriculture is a new type of agricultural economic development model which integrates the one and two industries. It is a new growth point for the development of agricultural and rural economic development. It is also an effective way to expand agricultural functions, develop modern agricultural industry and increase farmers' income. Therefore, it has been widely recognized and developed from the central to the city, county and leisure agriculture. The palace also saw the advantages of the transition and development of leisure agriculture with the foresight, and put forward the slogan "Qinling Mountains Flower Valley, natural oxygen bar" and other leisure tourism slogans. Through the efforts of several years, the development of leisure agriculture achieved great success. It attracted eight party tourists' eyes, popularity and reputation. However, Fengxian was developing the process of leisure agriculture. There are also problems such as blind development, unreasonable layout, small policy support and imperfect supporting facilities, which have influenced the rapid development of leisure agriculture to a certain extent. Therefore, the study of the development of Fengxian leisure agriculture has important theoretical and practical guiding significance for the leisure tourism industry in Fengxian.
In this paper, through the combination of qualitative analysis and quantitative analysis, comparative study, literature investigation and other methods, the present situation of leisure agriculture at home and abroad is summarized, the basic problems of leisure agriculture are explored. The development of leisure agriculture in Fengxian by SWOT analysis method is studied objectively, and the typical cases of leisure agriculture are expounded. The present situation of leisure agriculture development is comprehensively summarized, and countermeasures and suggestions are put forward according to the existing problems.
1, through the exposition and analysis of the more developed countries, such as Germany, the United States, Japan, Nanjing and Chengdu, the development of leisure agriculture in China and other countries, the present situation of urban development is expounded and analyzed, and the proper intervention and regulation of the government in the development of leisure agriculture is given, and the protection and moderate development, the diversification of the investment subject, the multi-function of the leisure agriculture, and the social organization of the association are given. The general practice and regular experience of the seven leisure agriculture development of agricultural tourism product development and integrated marketing are promoted by the synergy of solid construction and festival activities.
2, on the basis of the previous research on the basic theoretical problems of the definition, characteristics and development patterns of leisure agriculture, the following main conclusions are drawn: first, it is believed that the leisure agriculture is based on the development of agricultural natural ecological environment, to enjoy the rural scenery, to participate in agricultural production, to carry out agricultural education and to taste the farmers' food and beverage. We should combine the natural landscape with the unique folk culture of the countryside, combine the industrial development with the farmers' income, and meet the needs of the leisure and vacation of different consumers. It is a new way for the development of agriculture to a certain stage of economic growth, the rational development of agricultural resources and the expansion of agricultural functions. Two is in the study of the types of leisure agriculture, according to its development practice, we can consider the establishment of classification system. First, it can be divided into several major categories from large aspects, and then in each major category, it can be divided into two classes, even three class types, and class four, from large to small, from coarse to fine, from common to specific. Three is the characteristics of leisure agriculture. Natural ecology, participation in experience, regional characteristics, cultural excavation and industrial development. Four is the factor analysis method used more in the evaluation and analysis of leisure agriculture. According to the results of analysis, the level of social and economic development is a major factor affecting the development of leisure agriculture. Five is the development of leisure agriculture in China after the early rise of the order Section (1980 - 1990), adjust the development stage (1990 - 2000), standardize the operation stage (2000 - 2010) three stages of development. Six is the development of leisure agriculture can not only adjust and optimize the structure of agricultural industry, promote the rapid development of local economy, improve the agricultural and rural production and living environment, but also carry forward the characteristics of agricultural civilization, agglomerate Educate people's hearts, cultivate and improve their own quality, and ultimately promote social civilization and harmony.
3, according to the analysis of the SWOT of Fengxian leisure agriculture, 4 kinds of development strategies are put forward: the SO strategy is the development type, that is to give full play to the superiority of self surrender and use the opportunity to speed up the pace of development; the WO strategy is a torsional strategy, that is, to use the opportunity to overcome the weakness and form its own development system; the ST strategy is a diversification strategy, that is to use its own advantages to avoid external prestige. The WT strategy is a defensive strategy, that is, to overcome weaknesses and evade threats and take a conservative development model.
4, Fengxian leisure agriculture and rural tourism have begun to take shape, which can be roughly divided into ecological farm type, leisure farm type, tourism product display type, folk culture experience type and characteristic industry sightseeing type.
5, through the analysis of the typical cases of Fengxian leisure agriculture, it is concluded that full investigation and scientific planning are the forerunner, the overall consideration and the industrial development are the basis, the multiple investment and innovation mechanism are the guarantee, the policy support and the mobilization of capital are the means, the festival activities and the human service are the highlights.
6, the measures for the development of leisure agriculture in Fengxian are mainly as follows: the government is the planner and guarantor of the development of leisure agriculture. The market is the navigator and propagandist of the development of leisure agriculture, the enterprise is the builder and manager of the leisure agriculture, the farmers are the participants and beneficiaries of the leisure agriculture, and the science and technology is the promotor and exhibitor of the development of leisure agriculture. Leisure is the attraction and sensation of leisure agriculture. Brand is the influencer and founder of leisure agriculture. Festival activities are the supplement and composition of leisure agriculture.
