运城解州关帝庙景区管理体制研究

【摘要】:“十二五”期间国内旅游接待总人数和总收入呈现快速增长态势,预计“十三五”将继续保持稳定增长。东西部省份城市纷纷打造地区龙头景区,北京、上海、重庆等城市吸引力居高不下,东部热点城市景区的旅游贡献力度远非大多西部省份城市景区所能相比。文化旅游产业是推动供给侧改革的重要引擎,国务院提出若干意见进一步促进各省市旅游业改革发展。在这一复杂背景下,运城市提出打造以“古中国”为标识的国际旅游目的地战略目标,解州关帝庙景区作为“关圣文化”龙头景区,研究其现行管理体制弊病并提出改进设计措施是适应打造国际旅游目的地战略需要。论文对旅游景区、管理体制、产权理论、利益相关者理论、景区管理模式的概念以及国内外研究情况等进行了综述。根据狭义管理体制的定义,对关帝庙景区发展现状进行调查分析,提出当前管理体制存在的事业企业职能交叉不清、协调不顺畅,监督管理不到位,管理机构定位不准确,资金来源渠道单一等主要问题;其次,结合现有问题,立足于战略依据和政策依据,制定管理体制改革目标,同时按照管理权、经营权相分离的思路评价选择合适的管理模式,进一步探索具有可操作性的管理体制改进措施;第一,针对事业企业职能交叉不清,协调不顺畅、管理机构定位不准确的问题,提出了明确职责,提高协调服务效率,建立大部制协调机制改进方案;第二,针对监督管理不到位,提出了强化监管控制力度,建立规划督导机制,完善董事会制度改进方案;第三,针对资金来源渠道单一的问题,提出了建立旅游发展集团上市融资,引进社会资本,建立专项发展资金的改进方案。最后,分析制订了完善行业规定,健全法律法规;建立配套的景区管理规定;培育高素质人才团队的保障措施。通过对解州关帝庙景区管理体制的深入研究,本文认为运城市应充分借助市场化力量优化资源配置,着力打造区域性龙头景区。单一的行政管理体制已不能适应当前旅游发展的新需求,创新打造企业化经营模式是摆在运城旅游产业发展的重要任务。
[Abstract]:During the 12th Five-Year Plan period, the total number and total income of domestic tourism show a rapid growth trend, and it is expected that the 13th Five-Year Plan will continue to maintain a steady growth. Cities in the eastern and western provinces have created regional leading scenic spots, while cities such as Beijing, Shanghai and Chongqing have high attractiveness, and the tourism contribution of the scenic spots in the eastern hot cities is far from comparable to that of most of the urban scenic spots in the western provinces. Cultural tourism industry is an important engine to promote supply-side reform. The State Council has put forward some suggestions to further promote the development of tourism reform in various provinces and cities. Under this complicated background, Yuncheng put forward the strategic goal of creating an international tourist destination marked by "ancient China", and the scenic spot of Guandi Temple in Jieshou was regarded as the leading scenic spot of "Guansheng Culture". It is necessary to study the disadvantages of the current management system and to improve the design measures to meet the strategic needs of building an international tourism destination. This paper summarizes the concept of scenic spot, management system, property right theory, stakeholder theory, the concept of scenic spot management model and the research situation at home and abroad. According to the definition of the narrow management system, this paper makes an investigation and analysis on the present situation of the development of Guandi Temple scenic spot, and points out that the functions of the enterprises in the current management system are not clear, the coordination is not smooth, the supervision and management are not in place, and the position of the management organization is not accurate. Secondly, combined with the existing problems, based on the strategic basis and policy basis, the establishment of management system reform objectives, at the same time according to the idea of separation of management power and management power to evaluate and choose the appropriate management model. To further explore operational management system improvement measures; first, aiming at the problems of unclear functions, unsmooth coordination and inaccurate positioning of management organizations, a clear responsibility is put forward to improve the efficiency of coordination services. Second, aiming at the lack of supervision and management, put forward to strengthen the supervision and control, set up a planning supervision mechanism, improve the board of directors system improvement plan; third, in view of the single source of funds, This paper puts forward the improvement scheme of establishing tourism development group listed financing, introducing social capital and establishing special development fund. Finally, the author analyzes and formulates the regulations of the industry and the laws and regulations, sets up the corresponding regulations of the scenic spot management, and provides the safeguard measures for cultivating the team of high-quality talents. Through the deep research on the management system of Guandimiao scenic spot in Jieshou, this paper holds that Yuncheng should optimize the allocation of resources with the help of market forces, and make great efforts to create regional leading scenic spots. The single administrative management system can no longer meet the new demands of the current tourism development. It is an important task for the Yuncheng tourism industry to innovate and create the enterprise-oriented management mode.
