阿拉善盟旅游业发展现状、问题及对策研究:基于政府职能的视角

【摘要】：随着时代的发展和进步,人们对物质的要求越来越多元化,而其中一个重要的体现就是人们对旅游的需求越来越强,旅游业对经济社会的奉献越来越大,作用也越发显著。近些年来,阿拉善盟政府高度注重旅游工作的开展,全盟旅游业发展迅猛,但是在肯定成绩的同时,我们也意识到政府在旅游业发展过程中存在履行职能不到位、不充分的问题。因此,为了促使阿拉善盟政府职能的合理定位,推动全盟旅游业的可持续发展,,基于政府职能视角,对阿拉善盟旅游业发展进行研究就十分必要。本文分为五个部分。第一部分绪论,阐述本文的选题背景与研究意义,指明本研究的选题依据及切入点。通过归类并分析国内外有关研究的文献综述,明确了研究思路和方法,并指出创新之处和不足之处。第二部分阐明了旅游业有关概念,并阐述了旅游业发展的理论依据。第三部分则主要描述阿拉善盟旅游资源及旅游业发展中政府职能履行概况,阐述了旅游业在阿拉善盟经济社会发展中的影响及作用,为论文的展开奠定基础。第四部分详述了政府职能在阿拉善盟旅游业发展中履行时存在的主要问题并进行了原因分析,为文章提供论据和证明。第五部分则针对存在的问题,从政府职能的角度,给出了加快阿拉善盟旅游业发展的对策及建议。本文运用比较多的数据和实证资料,对阿拉善盟的旅游业发展管理问题作了多方面考察,提出相应的规划设想与政府的管理对策,以期为阿拉善盟旅游业的进一步发展提供一定参考。
[Abstract]:With the development and progress of the times, people's demand for material is becoming more and more diversified, and one of the important embodiment is that people's demand for tourism is getting stronger and stronger, and tourism's contribution to economy and society is becoming more and more great, and the role of tourism is becoming more and more obvious. In recent years, the Alashan League government has attached great importance to the development of tourism, and the tourism industry of the whole league has developed rapidly. However, while affirming its achievements, we also realize that the government is not performing its functions properly in the process of tourism development. An inadequate problem. Therefore, in order to promote the rational positioning of the government function of Alashan League and promote the sustainable development of tourism industry, it is necessary to study the tourism development of Alashan League from the perspective of government function. This paper is divided into five parts. The first part introduces the background and significance of this paper, and points out the basis and breakthrough point of this study. By classifying and analyzing the literature review of domestic and foreign research, this paper clarifies the research ideas and methods, and points out the innovations and shortcomings. The second part clarifies the related concept of tourism, and expounds the theoretical basis of tourism development. The third part mainly describes the tourism resources of Alashan League and the government function performance in tourism development, expounds the impact and role of tourism in the economic and social development of Alashan League, and lays a foundation for the paper. The fourth part details the main problems and causes of the government function in Alashan League tourism development, and provides the argument and proof for the article. The fifth part, aiming at the existing problems, gives the countermeasures and suggestions to speed up the development of Alashan League tourism from the angle of government function. Using more data and empirical data, this paper makes a multi-aspect investigation on the tourism development and management of Alashan League, and puts forward the corresponding planning ideas and government management countermeasures. In order to provide a certain reference for the further development of Alashan League tourism.
