西安市智慧旅游发展战略研究

【摘要】:随着旅游业在经济产业中的地位不断增强,随着信息技术应用的日益普遍,智慧旅游正逐步进入中国各个城市。国家在2012和2013年通过调查决定先行分批引入智慧旅游工作规划较好的33个城市作为试点城市,旨在将智慧旅游于全国逐步施行。西安市近几年旅游收入增长率渐缓,与同类旅游城市差距渐远。因此,契合散客时代需求与国家旅游发展需要,西安市利用旅游名城、丝路新起点等优势向智慧旅游转型,制定智慧旅游发展战略迫在眉睫。论文以西安市智慧旅游为研究对象,以旅游科技理论、区域经济发展战略相关理论、区域旅游发展理论等为指导,系统梳理了关于旅游信息化、智慧旅游、西安旅游业发展等方面的研究。首先,通过智慧旅游核心要素的发展情况分析出了西安市智慧旅游发展过程中存在的问题,再通过效率测算发现了技术效率是引起西安旅游产业效率低下的根本原因。因此,根据技术效率提升的紧迫性和问题改善的可行性提出应尽快制定西安市智慧旅游发展战略。然后,通过PEST宏观环境分析法和SWOT微观环境分析法对西安市智慧旅游的发展环境进行了分析,并建立SWOT-PEST矩阵得出了战略关键因素;之后,通过战略关键因素强度判断、SWOT力度计算、战略向量计算等SWOT定量测算模型确定出西安市智慧旅游应选择WO战略组合中适合西安市智慧旅游发展的战略模式:“积极进取型战略模式”。最后,根据该战略模式设计了西安市智慧旅游的战略方案,并具有针对性地提出了该模式的具体战略内容:(1)实现“互联网+管理”战略,对西安旅游进行科学管理,将互联网思维加入管理领域,改善管理者传统的管理思维,为智慧旅游发展提供软件支撑。(2)实施精品创新战略,借助“一带一路”打造丝路智慧游;契合散客时代需求开启智慧乡村游模式;发挥区域特点,形成跨区红色智慧游。(3)升级旅游服务,为游客提供智慧公共服务平台应从多方参与着手,建立平台前期运营机制,让公共服务平台快速高效运转;(4)引进、留用智慧旅游高技术人才和管理高层人才,通过人才培训开发、绩效管理柔性设定等方法为西安市智慧旅游实施提供人才保证。该战略可以为西安市智慧旅游后期发展提供参考价值,也可为其他城市的智慧旅游建设做借鉴。
[Abstract]:With the increasing status of tourism in the economic industry and the increasingly widespread application of information technology, intelligent tourism is gradually entering every city in China. Through investigation in 2012 and 2013, the country decided to introduce 33 cities with better planning of intelligent tourism work as pilot cities in order to gradually carry out intelligent tourism in the whole country. The growth rate of tourism income in Xi'an has slowed down gradually in recent years, and the gap between Xi'an and similar tourist cities is further and further. Therefore, in line with the needs of the times of individual tourists and the needs of national tourism development, Xi'an transforms to intelligent tourism by making use of the advantages of famous tourist cities and new starting points of the Silk Road, so it is urgent to formulate a strategy for the development of intelligent tourism. Under the guidance of the theory of tourism science and technology, the theory of regional economic development strategy and the theory of regional tourism development, the thesis systematically combs the information and intelligent tourism in Xi'an. Xi'an tourism development and other aspects of research. Firstly, through the development of the core elements of intelligent tourism, this paper analyzes the problems existing in the process of the development of intelligent tourism in Xi'an, and then finds out that the technological efficiency is the fundamental cause of the low efficiency of Xi'an tourism industry. Therefore, according to the urgency of improving technical efficiency and the feasibility of improving problems, it is suggested that the development strategy of intelligent tourism in Xi'an should be formulated as soon as possible. Then, the development environment of intelligent tourism in Xi'an is analyzed by pest macro-environment analysis and SWOT micro-environmental analysis, and the strategic key factors are obtained by establishing SWOT-PEST matrix. By judging the strength of strategic key factors, the calculation of SWOT strength is carried out. The SWOT quantitative calculation model, such as strategic vector calculation, has determined that the WO strategic combination should be chosen as the "proactive strategic model" for the development of intelligent tourism in Xi'an. Finally, according to the strategic model, the paper designs the strategic plan of Xi'an intelligent tourism, and puts forward the specific strategic contents of the mode: (1) realize the strategy of "Internet management", and carry on scientific management to Xi'an tourism. Add the Internet thinking to the management field, improve the traditional management thinking of managers, provide software support for the development of intelligent tourism. (2) implement the innovation strategy of fine products and create the wisdom tour of the silk road with the help of "Belt and Road"; In line with the needs of the age of individual tourists, the mode of intelligent rural tourism should be opened, and regional characteristics should be brought into play to form cross-regional red tourism. (3) upgrading tourism services and providing intelligent public service platforms for tourists should start with the participation of many parties and establish the pre-platform operation mechanism. Let the public service platform run quickly and efficiently; (4) introduce and retain intelligent tourism hi-tech talents and senior management talents, and provide talent guarantee for the implementation of intelligent tourism in Xi'an through the methods of talent training and development, performance management flexibility setting and so on. The strategy can provide reference value for the later development of intelligent tourism in Xi'an, and can also be used for reference for the construction of intelligent tourism in other cities.
