法国旅游办公室的角色

【摘要】:进入二十一世纪以来,世界旅游业凭借绿色产业的经济优势,在继续保持良好的发展态势的同时,不断刷新着对世界经济发展的贡献记录。法国凭借其悠久的历史文化,多元的艺术特色,美丽的风景名胜一直是世界旅游爱好者首选的目的地之一,自2005年以来,法国就一直保持着世界第一旅游目的地的地位,同样,旅游业在法国也占据着得天独厚的位置,它对国内生产总值的贡献达到7.4%,为2百多万的法国人提供了就业机会,也在世界舞台上展现了法国的文化魅力。 为了促进法国旅游业的发展,从国家到地方,完善的机构和协会组织设置都为旅游业的发展提供了可靠的保证。这其中,作为法国旅游当地发展的重要机构:法国旅游办公室,这个最为贴近旅游者的基层服务单位,在旅游业中发挥了积极重要的作用。从1905年法国成立第一个旅游办公室以来,经过一百多年的发展,现在旅游办公室的数量已经达到3600个,并且每年为1.5亿的游客提供接待、咨询等方面的服务。法国旅游办公室可根据当地的实际情况选择其组织形式,其中协会(Association)、工商业公立机构(EPIC)、混合经济公司(SEM)三种形式最为普遍:90%的旅游办公室选择了协会的组织形式,一百多家旅游办公室选择了工商业公立机构的组织形式,只有少数几家选择了混合经济公司的形式。从2010年以来,法国旅游办公室的评级标准也发生了变化,改为更加灵活的3到1级的评级标准。随着时代的发展,旅游办公室的主要功能,如接待、咨询、旅游推广及协调当地旅游行业的发展,也都被赋予了新的内涵,,对于法国旅游办公室而言,把握机遇的同时新的挑战也迎面而来:1、互联网应用的普及;2、数字化移动设备的广泛应用;3、旅游群体的构成和消费方式的变化;4、合作伙伴发展需求的多元化;5、办公室的综合管理以及专业队伍的建设问题,为了更好地应对以上挑战,经过多方面的探索和研究,旅游专业人士提出了一系列相应的改革措施:完善办公室实体咨询和网络咨询,加强专业人员培训,优化信息系统,增加数字化设施服务等措施,这些措施的实行将会为旅游办公室未来的发展注入新的活力。 现今,我国是世界第三旅游大国,根据世界旅游组织的预测,随着中国经济的蓬勃发展和居民生活水平的提高,到2015年中国将取代法国成为世界第一大旅游目的地和世界第四大旅游输出国。然而中国旅游市场的发展还处于不断完善阶段,法国旅游办公室的模式值得我们思考。论文内容主要包括三个方面:第一,法国旅游办公室的形成和发展;第二,法国旅游办公室的发展现状、组织形式、评级和主要功能,分析其所面临的挑战及相应的改革措施;第三,总结法国旅游办公室的特色以及对中国旅游业发展的思考和建议。总之,法国是一个非常典型的旅游之国,分析它的旅游管理机构一定会颇有收获。
[Abstract]:Since entering the 21 century, with the economic advantages of green industry, the world tourism continues to maintain a good development trend, while constantly refreshing the contribution to the development of the world economy. France, with its long history and culture, diverse artistic features and beautiful scenery, has always been one of the preferred destinations for the world's tourism enthusiasts. Since 2005, France has maintained the number one tourist destination in the world. Tourism also occupies a unique position in France, its contribution to GDP reaches 7.4 percent, providing employment opportunities for more than 2 million French people, and showing France's cultural charm on the world stage. In order to promote the development of tourism in France, the perfect organization and association set up from country to place provide reliable guarantee for the development of tourism. Among them, as an important organization for the local development of French tourism, the French Tourism Office, which is closest to tourists, has played an active and important role in the tourism industry. Since the establishment of the first tourism office in France in 1905, after more than one hundred years of development, the number of tourism offices has reached 3600, and 150 million tourists are provided with reception, consultation and other services every year. The French tourism office can choose its organization form according to the local actual situation. Among them, the association (Association), the industrial and commercial public organization, the (EPIC), mixed economy company (SEM), is the most common form in which 90% of the tourist offices choose the organization form of the association. More than a hundred travel offices have chosen the form of industrial and commercial public institutions, and only a few have chosen the form of mixed economy companies. Since 2010, the French Tourism Office's rating standards have also changed to more flexible ratings of levels 3 to 1. With the development of the times, the main functions of the tourism office, such as reception, consultation, tourism promotion and coordination of the development of the local tourism industry, have also been given new connotations. Seize the opportunity at the same time new challenges are also coming to face: 1, the popularity of Internet applications, the wide use of digital mobile devices, tourism groups and changes in consumption patterns, the diversity of development needs of partners; 5. the comprehensive management of the office and the construction of the professional team, in order to better meet the above challenges, after many aspects of exploration and research, Tourism professionals have put forward a series of corresponding reform measures, such as perfecting office entity consulting and network consulting, strengthening the training of professionals, optimizing information systems, increasing digital facilities services, and so on. The implementation of these measures will inject new vitality into the future development of the Tourism Office. At present, China is the third largest tourist country in the world. According to the forecast of the World Tourism Organization, with the vigorous development of China's economy and the improvement of residents' living standards, China will overtake France as the world's largest tourist destination and fourth largest tourist exporter by 2015. However, the development of China's tourism market is still in the stage of continuous improvement, the French tourism office model is worth our consideration. The paper mainly includes three aspects: first, the formation and development of the French Tourism Office; second, the status quo, organizational form, rating and main functions of the French Tourism Office, and the analysis of the challenges it faces and the corresponding reform measures. Third, summarizes the characteristics of the French Tourism Office and the development of Chinese tourism thinking and suggestions. In short, France is a very typical tourist country, its tourism management agencies will certainly be fruitful.
