中美旅游产业组织演化与创新比较研究

【摘要】:中国旅游产业是在改革开放后才逐步发展起来的,经过30多年的努力,中国成功地从一个旅游资源大国转变为世界旅游大国,旅游产业规模不断扩大,旅游产业在国民经济中的地位和对经济增长的贡献不断提高。然而,当前中国旅游产业依然面临人民群众快速增长的旅游休闲需求与旅游生产力相对滞后的基本矛盾,发展方式粗放、体制机制落后、法制环境不够完善、市场秩序不够规范、旅游市场主体地位薄弱、旅游产业结构不尽合理、财政导向投入不足、旅游基础设施和公共服务设施不完善、公共保障体系不健全、缺乏有力的产业发展协调机制等突出问题,极大地制约着我国旅游产业的可持续发展。如何借鉴旅游产业发达国家的成功经验,创新我国旅游产业发展机制,推动旅游产业从要素驱动向创新驱动转型、从劳动密集型产业向资本和技术密集型转变是当前我国旅游产业发展亟待解决的问题,是实现我国从旅游资源大国转变为世界旅游强国宏伟目标的关键。 本文以马克思主义经济学为指导,结合产业组织理论、演化经济学理论和旅游产业的基本特性,从产业组织演化的视角研究旅游产业的演化和创新。首先,在充分吸收国内外已有研究成果的基础上,构建旅游产业组织演化理论分析框架,进而深入研究旅游产业组织演化的环境、动力及其过程,提出旅游创新是旅游产业组织演化的根本动力,旅游产业组织演化是一个包括旅游企业演化、旅游产业结构演化和政府行为演化三个层面的动态变迁过程。其次,在理论分析的基础上,以中国和美国旅游产业发展为实证,进一步研究旅游产业组织演化的过程和规律。采用比较分析法,从微观、中观和宏观三个层面对中美旅游企业演化与业态创新、旅游产业融合与产业结构优化升级、旅游产业组织演化的政府行为进行深入系统的比较研究,探讨旅游业态创新、旅游产业结构创新、以及旅游管理体制和产业政策创新之间的内在联系。最后,根据旅游产业组织演化规律,并借鉴美国旅游产业组织演化创新的成功经验,提出促进我国旅游产业改革与创新的对策建议。
[Abstract]:China's tourism industry has developed gradually after the reform and opening up. After more than 30 years of efforts, China has successfully transformed from a large country of tourism resources to a large country of tourism in the world, and the scale of the tourism industry has been continuously expanding. The status of tourism industry in the national economy and its contribution to economic growth are constantly improving. However, at present, China's tourism industry still faces the basic contradiction between the rapid growth of the people's tourism leisure demand and the relative lag in tourism productivity, the extensive way of development, the backward system and mechanism, and the imperfect legal environment. The market order is not standardized, the main body of the tourism market is weak, the structure of the tourism industry is unreasonable, the financial investment is insufficient, the tourism infrastructure and public service facilities are not perfect, and the public security system is not perfect. The lack of a strong coordinated mechanism for industrial development has greatly restricted the sustainable development of the tourism industry in China. How to learn from the successful experience of developed countries in tourism industry, innovate the development mechanism of tourism industry in China, and promote the transformation of tourism industry from factor driven to innovation-driven, The transformation from labor-intensive industry to capital-and technology-intensive industry is an urgent problem to be solved in the development of tourism industry in China. It is also the key to realize the great goal of transforming our country from a large country of tourism resources to a powerful country in the world. Under the guidance of Marxist economics, combined with the theory of industrial organization, the theory of evolutionary economics and the basic characteristics of tourism industry, this paper studies the evolution and innovation of tourism industry from the perspective of industrial organization evolution. First of all, on the basis of fully absorbing the existing research results at home and abroad, this paper constructs a theoretical analysis framework of tourism industry organization evolution, and then deeply studies the environment, motive force and its process of tourism industry organization evolution. It is pointed out that tourism innovation is the fundamental motive force for the evolution of tourism industry organization, which is a dynamic process including the evolution of tourism enterprises, the evolution of tourism industry structure and the evolution of government behavior. Secondly, on the basis of theoretical analysis, taking the development of tourism industry in China and the United States as an example, this paper further studies the process and law of the evolution of tourism industry organization. By means of comparative analysis, this paper makes a deep and systematic comparative study on the governmental behavior of the evolution of Chinese and American tourism enterprises, the integration of tourism industry and the optimization and upgrading of industrial structure, and the evolution of tourism industry organization from the micro, meso and macro levels. This paper probes into the internal relations between the innovation of tourism industry form, the innovation of tourism industry structure, and the innovation of tourism management system and industrial policy. Finally, according to the evolution law of tourism industry organization and the successful experience of American tourism industry organization evolution innovation, the paper puts forward the countermeasures and suggestions to promote the tourism industry reform and innovation in China.
