西部地区旅游业发展差异研究

【摘要】：在西部大开发的背景下，各种资金资源和福利政策到达西部，使得西部地区的经济得到大力发展。而旅游业作为一种资源消耗低、带动系数大、就业机会多、综合效益好的产业，而受到重视，各地纷纷在旅游发展规划中将其定位为经济发展的支柱产业。然而各地区由于自身各方面条件的差异，旅游业的发展也存在较大差异，这种不均衡的发展，一方面我们视其为合理的，因为只有存在差异，才会形成鲜明的地方特色，另一方面，如果差异过大，会造成较大的地区贫富差距，所以既要看到它不合理的一面，也要看到它合理的一面，只有这样才有利于西部地区旅游业的协调发展。 本文首先指出西部地区幅员辽阔，旅游资源丰富，从2006年以来西部各地区旅游业发展较快，旅游收入逐年增长，以旅行社为例，说明旅游产业创造了较大的营业税收，为社会经济发展做出了较大贡献。紧接着，本文用单指标与多指标相结合的方法，选取了旅游总收入、国内旅游收入、旅游外汇收入、国内旅游者、入境旅游者、旅游业就业人数、旅行社数量、旅游景区数量、星级饭店数量、公路里程数十个指标，借助SPSS17.0软件和Excell软件，对西部地区各省市的旅游业发展的差异进行了分析。结果显示西部地区旅游业各地区的发展差异明显，并且这种绝对差异在扩大，而相对差异在减小。本文进一步分析了，引起这种地区差异的原因：一是地区经济发展水平差异，二是资源禀赋差异，三是各地区旅游政策差异，四是旅游基础设施的差异。最后，根据上述研究，提出了西部地区发展旅游业的几点建议：一是加强旅游业作用的认识，培育旅游支柱产业的竞争力，而不要把对旅游业是支柱型产业的定位停留在文字层面上；二是加强旅游业同关联产业的融合，这是一个新的研究方向；三是推广网络营销，注重现代营销方式的发展；四是注重生态环境的保护，不要一味的过度开发，必须做好开发和保护工作并举；五是注重区域之间的联动性，，加强区域之间的合作，打破行政壁垒、地域壁垒；六是充分认识到旅游人才在旅游业发展中发挥的重要作用，加快人才数量和质量的培养；七是制定旅游保护的法律和规章制度，规划旅游市场的管理工作，落实法律保护。
[Abstract]:Under the background of western development, all kinds of capital resources and welfare policies reach the west, which makes the western region's economy develop vigorously. Tourism, as an industry with low consumption of resources, large driving coefficient, more employment opportunities and better comprehensive benefits, has been attached importance to, and has been regarded as the pillar industry of economic development in tourism development planning all over the world. However, due to the differences in their own conditions, the development of tourism is also quite different. On the one hand, we regard this unbalanced development as reasonable, because only if there are differences, will there be distinct local characteristics. On the other hand, if the difference is too big, it will cause a large gap between the rich and the poor in the region, so we should not only see its unreasonable side, but also its reasonable side, only in this way can it be conducive to the coordinated development of tourism in the western region. First of all, this paper points out that the western region is vast in territory and rich in tourism resources. Since 2006, the tourism industry in the western regions has developed rapidly and tourism income has increased year by year. Taking travel agencies as an example, the tourism industry has created a relatively large business tax. It has made great contribution to the development of social economy. Then, with the combination of single index and multi-index, this paper selects the total tourism income, domestic tourism income, tourism foreign exchange income, domestic tourists, inbound tourists, the number of tourism employment, the number of travel agencies, the number of scenic spots. With the help of SPSS17.0 software and Excell software, this paper analyzes the difference of tourism development among the provinces and cities in the western region, including the number of star-rated hotels and the road mileage of dozens of indicators. The results show that there is a significant difference in the development of tourism in the western region, and the absolute difference is expanding, while the relative difference is decreasing. This paper further analyzes the reasons for this regional difference: one is the difference in the level of regional economic development, the other is the difference in resource endowment, the third is the difference in tourism policy among different regions, and the fourth is the difference in tourism infrastructure. Finally, based on the above-mentioned research, this paper puts forward some suggestions for the development of tourism in the western region: first, to strengthen the understanding of the role of tourism and to foster the competitiveness of tourism pillar industries. And do not keep the orientation of tourism as a pillar industry on the text level; The second is to strengthen the integration of tourism and related industries, which is a new research direction, the third is to promote network marketing, pay attention to the development of modern marketing methods; Fourth, pay attention to the protection of the ecological environment, do not blindly overexploit, must do a good job of development and protection work simultaneously; fifth, pay attention to the interaction between regions, strengthen the cooperation between regions, break down the administrative barriers, regional barriers; The sixth is to fully realize the important role of tourism talents in the development of tourism, speed up the cultivation of the quantity and quality of talents, and make laws and regulations for tourism protection, plan the management of tourism market, and implement the legal protection.
