【摘要】：正近年来,生态补偿受到我国国家层面的高度关注。2013年召开的十八届三中全会提出"建设生态文明,必须建立系统完整的生态文明制度体系,用制度保护生态环境",生态补偿制度被纳入其中。在生态补偿的具体实践当中,我国实施的是以政府为补偿主体,以中央财政转移支付为主要资金来源的生态补偿体制。不同地区之间的横向转移支付数量少,其他相关利益主体的参与也较少,从而决定了生态补偿资金的相对有限。以地处滇西
[Abstract]:In recent years, ecological compensation has been highly concerned at the national level in our country. The third Plenary session of the 18th CPC Central Committee held in 2013 put forward that "to build ecological civilization, we must establish a systematic and complete ecological civilization system and protect the ecological environment with the system." In the concrete practice of ecological compensation, our country implements the ecological compensation system with the government as the main body of compensation and the central financial transfer payment as the main source of funds.
