公房监管审计“补漏”——厦门市2004年度公房租金收支审计项目综述

【摘要】：2005年2月至5月,厦门市审计局对厦门市2004年度公房租金收支情况进行了审计。该项目共查出违纪金额2.99亿元,上缴财政2293.66万元。有1人涉嫌经济犯罪被司法机关依法逮捕。公房租金审计项目不仅重视对问题的查处,而且重视对问题的深入分析,剖析产生问题的原因,将问题的查证与分析公房管理体制结合起来,针对审计中查出的租金偏低、租赁管理不严、承租人转祖谋利等问题,向厦门市市政府专题报告《国有公房管理体制改革势在必行》的审计专报。厦门市市政府对审计反映的问题很重视,专门召开市长办公会议,研究审计中发现公房管理工作中存在的问题,形成了《关于厦门市公房管理体制改革有关问题的会议纪要》。决定成立厦门市公房管理中心;责成有关部门对国有公房情况进行全面清理,并理顺管理体制,调整公房租金。之后,按照此次会议的精神,撤销了原属于行政编制的8个房管所,成立了厦门市公房管理中心;出台了《厦门市直管非住宅用房租金征收办法》;将一些公有店面采用招投标方式实行公开招租;将一些公房维修业务对社会公开招投标。体现了公房管理的公开、公平、公正原则,从源头上防止了以权谋私、遏制腐败的滋生和蔓延。该项目也被审计署评为2005年度地方优秀审计项目。
[Abstract]:From February to May, 2005, Xiamen Audit Office audited the rental income and expenditure of public housing in 2004. The project found a total of 299 million yuan in violation of discipline, turned over to the financial 22.9366 million yuan. A person suspected of economic crimes was arrested by the judicial authorities in accordance with the law. Public housing rental audit projects not only attach importance to the investigation and treatment of the problems, but also attach importance to the in-depth analysis of the problems, analyze the causes of the problems, combine the verification of the problems with the analysis of the public housing management system, and aim at the low rent found in the audit. In this paper, we report to Xiamen Municipal Government that the reform of the management system of state-owned public housing is imperative. Xiamen Municipal Government attached great importance to the problems reflected in the audit and convened a meeting of mayors to study the problems existing in the management of public housing and formed the Summary of meetings on the problems related to the Reform of the Management system of Public Housing in Xiamen City. It was decided to set up a management center of public housing in Xiamen City; to instruct the relevant departments to carry out a comprehensive clean-up of the situation of state-owned public housing, and to straighten out the management system and adjust the rent of public housing. After that, in accordance with the spirit of the meeting, the original administrative system of 8 housing management offices, set up the Xiamen City Public Housing Management Center; The measures for directly managing the rent of non-residential houses in Xiamen City were introduced; some public storefronts were invited for public use by way of public bidding; and some public housing maintenance services were invited and tendered openly to the society. It embodies the principles of openness, fairness and justice in the management of public housing, prevents the abuse of power for personal gain and curbs the growth and spread of corruption. The project was also awarded by the Audit Office as the 2005 local excellent audit project.
