【摘要】： 严重的环境污染和生态破坏已给社会经济的发展和人们的生活 带来不良影响，形成现实的和潜在的威胁。这种情况导致了公众环 境意识的觉醒和环境保护运动的兴起，促使各国政府制定环境保护 政策和采取实际措施，环境问题给公司带来的法律风险和经济损失越 来越大。在此情况下，七十年代产生的环境审计逐步成为组织进行 有效环境管理的重要工具，并开始运用于各个领域。汽车交通运输 给社会经济发展带来了巨大的财富，起到了发展经济的“桥梁”作 用，然而由于汽车交通发展的不平衡，特别是运输设施的现代化程 度不高，高速发展的汽车交通运输也带来了不可低估的环境问题， 汽车交通环保的国际性和广泛性愈来愈突出。探讨环境审计在汽车 交通运营环境管理领域的运用，改善汽车交通运营的环境绩效，已 势在必行。 汽车交通运营的环境审计过程涉及到许多问题的调查，包括： 汽车交通运输管理、雇员往返、土地规划、汽车交通废物的管理、 往返、停车及公共交通方面的个人政策。此外，还针对汽车交通运 营法规的符合性、政府和行业及组织标准、政策和实施准则的一致 性进行了评价。由此，汽车交通运营的环境审计通过对组织现有汽 车交通运营政策和实践进行评价，鉴定出其中造成环境污染的领域 和环节，有助于改善组织的环境管理程序。更重要的是，汽车交通 运营的环境审计不仅诊断出组织运作的问题所在，而且分析了产生 问题的根本原因，提出了解决方法，并建议相应的行动计划来保证 环境改善行动的实现。因此，通过实施汽车交通运营的环境审计， 组织能有效地评价和提高他们的汽车交通运营政策和实践，能够在 提高组织生产率同时有力地节约原材料和能源、减少各种汽车交通 废弃物的排放、实现汽车交通运营中废物最少化，从而防止环境退 化。 本篇论文分为五个部分： 第一部分通过详细分析环境审计的程序，，阐明环境审计不仅是 诊断组织内部造成环境损害原因的工具，更是帮助组织改善和提高 环境绩效的有效工具。 第二部分分析了汽车交通运营造成的各种环境问题，从而揭示 了对汽车交通运营加强环境管理的迫切性。 第三部分提出了环境审计在汽车交通运营领域的运用，主要探讨 了汽车交通运营环境审计的重要性质及其具体的审计内容。 第四部分选取了三个案例具体说明环境审计在汽车交通运营领域 的运用。 第五部分根据案例研究的结果提出了一些改善汽车交通运营领域 环境绩效的建议和措施。
