华北某省电信公司劳务用工管理体系规划

【摘要】:随着中国经济的不断发展和市场机制的不断完善,国有企业的劳动用工形式也伴随着外部经济环境不断优化和发展,劳务用工作为一种节约成本,管理便宜的用工方式为越来越多的企业所采用。伴随着劳务用工的不断推广,其员工队伍稳定性差、企业归属感不强和责任心不强等问题也越来越显,相关劳动纠纷案件频发率也越来越高。作为国有大型企业的电信行业,随着电信行业业务发展,劳务用工已经成为生产一线的主要力量。如何贯彻“以人为本”的科学发展观和“构建和谐劳动关系”的政策方针,激励劳务员工的积极性和创造性,构建稳定的企业员工人才队伍,保障企业快速稳定发展,在市场竞争中保持竞争优势,已经成为各个电信行业企业必须而对的课题。 本文以华北某省电信公司的劳务用工管理体系作为研究对象,结合外部劳动法律法规和规章制度,对现行劳务用工管理体系进行诊断,明确现有管理体系中的不足,并根据这些不足之处提出改进思路和方案。方案重点从劳务用工岗位管理体系规划、劳务用工一体化体系规划和劳务用工晋升体系规划三个方面对下一步劳务用工管理工作进行规划,通过对合同工和劳务工混岗清理项目、合同工和劳务工绩效、薪酬一体化管理项目、劳务用工内部晋升项目等多个项目的实施,全面提升该省公司的劳务用工管理水平,达到构建内部和谐劳动关系的目的,促进和持续提升劳务员工的工作热情,为该公司在该省电信行业竞争中保持领先状况提供良好的人力资源保障。 本文针对华北某省电信公司劳务用工管理体系存在的问题进行诊断,提出了劳务用工管理优化策略,对电信企业具有一定的借鉴价值。但由于企业的人力资源用工管理可以从多个角度去分析,本文主要从劳务用工岗位管理体系规划、劳务用工一体化体系规划和劳务用工晋升体系规划三个角度对劳务用工管理体系进行了初步研究分析,具有一定的局限性。但也希望通过本文对电信行业中的用工管理提出一定的建议和意见,提升电信行业企业的劳务用工管理水平,为构建和谐劳动用工关系贡献一份自己的力量。
[Abstract]:With the continuous development of Chinese economy and the improvement of market mechanism, the labor and employment forms of state-owned enterprises are also accompanied by the continuous optimization and development of the external economic environment, labor employment as a kind of cost-saving. With the continuous promotion of labor services, the stability of the workforce is poor, the sense of enterprise belonging is not strong and the sense of responsibility is not strong, and so on. As a large state-owned enterprise, the telecommunication industry is developing with the development of telecommunication industry. The employment of labor has become the main force in the production line. How to implement the "people-oriented" concept of scientific development and the policy of "building a harmonious labor relationship" to encourage the enthusiasm and creativity of labor workers. It has become a necessary subject for all telecom enterprises to construct a stable workforce of employees to ensure the rapid and stable development of enterprises and to maintain the competitive advantage in the market competition. This paper takes the labor employment management system of a telecommunication company in North China as the research object, combining with the external labor laws and regulations, to diagnose the current labor employment management system. To clarify the shortcomings of the existing management system, and put forward improvement ideas and programs according to these deficiencies. The focus of the scheme from the labor employment management system planning. The integration of labor and labor system planning and labor promotion system planning for the next three aspects of labor management planning, through the contract and labor mixed post clearance project, contract and labor performance. The implementation of many projects, such as salary integration management project, labor service internal promotion project and so on, can improve the labor management level of the provincial company in an all-round way, and achieve the purpose of building harmonious labor relations within the province. To promote and continuously enhance the work enthusiasm of labor workers, to provide a good human resource guarantee for the company to maintain a leading position in the telecom industry competition in the province. Based on the diagnosis of the problems existing in the labor employment management system of a telecommunication company in North China, this paper puts forward the optimization strategy of labor employment management. It has some reference value for telecom enterprises, but because the human resource employment management of enterprises can be analyzed from many angles, this paper mainly from the labor employment position management system planning. This paper makes a preliminary study and analysis on the labor service management system from the three angles of the integrated system planning and the promotion system planning. There are some limitations, but also hope to put forward some suggestions and suggestions on the management of employment in the telecommunications industry through this article, to improve the level of labor management in the telecommunications industry. In order to build a harmonious labor and employment relationship contribution to their own strength.
