基于DEA方法的中国通信市场竞争强度的分析

【摘要】:通信行业作为我国国民经济的基础性、先导性、支柱性产业,是国内发展最快的产业之一。近年来,随着电信业的不断深化改革,国内通信行业整体发展水平得到了不断提高,但通信业内三大电信运营商的发展仍处于不平衡状态,其在用户规模、收入水平、市场份额等方面存在很大的差异,,这与通信业有效竞争的要求相背离,影响了通信业的健康发展。因此,探讨国内通信业的竞争强度,为政府制定有效监管政策提供决策支持,成为通信业主管部门和三大运营商关注的问题,其研究具有实际意义。 论文在梳理相关研究成果的基础上,首先对国内通信市场发展现状和竞争态势进行分析,通过对国内电信运营商经营状况、用户竞争和竞争策略比较等方面研究发现,国内电信业总体保持着较好较快的发展势头,但市场竞争越发激烈,而且行业发展水平与发达国家相比仍然存在较大差距,仍有很大的发展空间。其次,依据迈克尔波特产业竞争强度“五力分析模型”,从潜在进入者威胁、替代品威胁、现有竞争者之间的竞争、购买者讨价还价能力、供应商讨价还价能力等方面分析了影响通信业竞争强度的因素,并运用DEA方法对我国通信市场的竞争强度进行了评估。评估结果表明,2000-2012年我国电信市场整体的竞争强度逐渐增强,但仍未处于有效竞争区域,而是处于竞争不足向有效竞争过渡的阶段,而且局部业务市场还存在过度竞争或竞争不足的现象。最后,根据DEA的评估结论和借鉴国外通信市场发展的成功经验,提出了促进我国通信市场有效竞争的政策与企业建议,包括尽快出台相关法律法规、依法建立独立的监管机构、合理运用非对称管制政策促进电信市场有效竞争、继续深化电信基础设施共建共享工作来遏制电信市场局部过度竞争的现象、推进三网融合实现合作共赢局面、电信运营商优化竞争意识、改善经营管理水平等。 论文将DEA方法与产业竞争强度“五力分析模型”结合起来,定量评估通信产业竞争强度,是一种新的尝试,也为对其他产业竞争强度进行定量分析提供了借鉴。
[Abstract]:As the basic, leading and pillar industry of our national economy, communication industry is one of the fastest-growing industries in China. In recent years, with the continuous deepening of the reform of the telecommunications industry. The overall level of development of the domestic communications industry has been continuously improved, but the development of the three major telecommunications operators in the telecommunications industry is still in an unbalanced state, its user size, income level. There is a great difference in market share, which deviates from the requirement of effective competition, and affects the healthy development of communication industry. Therefore, the competition intensity of domestic communication industry is discussed. It is of practical significance to provide decision support for the government to make effective supervision policy, which has become the concern of the communication industry department and the three major operators. On the basis of combing the related research results, the paper firstly analyzes the current situation and competition situation of domestic communication market, and analyzes the operating situation of domestic telecom operators. The research on user competition and competition strategy shows that the domestic telecom industry has maintained a better and faster development momentum, but the market competition is becoming more and more fierce. And compared with the developed countries, there is still a big gap in the industry development level, there is still a lot of room for development. Secondly, according to the Michael Porter industry competition strength "five forces analysis model", from the potential to enter the threat. The factors that affect the competition intensity of the communication industry are analyzed in the aspects of the threat of alternatives, the competition among existing competitors, the bargaining power of buyers and the bargaining power of suppliers. The DEA method is used to evaluate the competition intensity of the telecommunication market in China. The result shows that the overall competition intensity of the telecommunication market in China gradually increased from 2000 to 2012. However, it is still not in the effective competition area, but in the stage of transition from insufficient competition to effective competition, and the phenomenon of excessive or insufficient competition still exists in the local business market. According to the evaluation conclusion of DEA and the successful experience of foreign communication market development, this paper puts forward some policies and enterprise suggestions to promote the effective competition of communication market in our country, including the introduction of relevant laws and regulations as soon as possible. We should establish an independent regulatory body according to law, reasonably use asymmetric control policies to promote effective competition in the telecommunications market, and continue to deepen the co-construction and sharing of telecommunications infrastructure to curb the phenomenon of partial excessive competition in the telecommunications market. Promote the integration of three networks to achieve win-win situation, telecom operators to optimize the sense of competition, improve the level of management and so on. In this paper, it is a new attempt to combine the DEA method with the "five-force analysis model" of the industrial competition intensity to quantitatively evaluate the competition intensity of the communication industry. It also provides reference for quantitative analysis of competition intensity of other industries.
