【摘要】：为解决人民群众对于食品安全需求,而现有行政监管力量不足的问题,各地食品监管部门广泛开展了信息化项目建设。但由于缺乏对项目进行有效的风险管理,造成许多最终失败的案例。本文作者通过研究政府信息化项目管理方面的文献资料,认为项目风险管理可以有效提高信息化项目建设的成功率。如果制定一整套合理的项目风险管理流程和方法,对项目风险进行管理,并有效实施,将有利于项目的顺利建设。因此,结合自身具体参与的政府信息化建设项目案例,运用所学专业知识,自拟论题,开展此项研究。本文旨在结合W F市食品安全视频厨房项目案例,研究政府信息化项目风险问题,如规划设计不完善、需求分析不明确、沟通协调不畅、业内技术水平不足、执行人员缺乏相关信息知识等,制定一套政府信息化项目风险管理流程。在规划阶段做好风险识别和风险评估,实施风险应对措施,在实施阶段进行质量跟踪和监控,有效管理和控制项目风险,减少风险可能带来的安全问题和损失,可以为以后的项目建设提供借鉴。
[Abstract]:In order to solve the problem of the people's demand for food safety, but the existing administrative supervision force is insufficient, the local food regulatory departments have widely carried out the construction of information projects. However, due to the lack of effective risk management for the projects, The author of this paper studies the literature of the government information project management. It is considered that project risk management can effectively improve the success rate of information project construction. If a set of reasonable project risk management processes and methods are developed, project risk management can be effectively implemented. It will be beneficial to the smooth construction of the project. Therefore, combining with the case of the government information construction project in which we are specifically involved, we will use the professional knowledge we have learned to draw up our own topic. The purpose of this paper is to study the risk problems of government informatization project, such as imperfect planning and design, unclear demand analysis, poor communication and coordination, insufficient technical level of the industry, combined with the case of food safety video kitchen project in WF city. The executive lacks the relevant information knowledge and so on, formulates a set of government information project risk management flow, completes the risk identification and the risk assessment in the planning stage, implements the risk response measure, carries on the quality tracking and the control in the implementation stage, Effective management and control of project risk and reduction of risk may bring safety problems and losses, which can be used for reference for future project construction.
