特种设备事故分析评价及信息管理系统研发

【摘要】: 随着经济和社会的快速发展,锅炉、压力容器、压力管道、电梯、起重机械、客运索道、大型游乐设施和场(厂)内机动车辆等特种设备的数量迅速增加,使用规模不断扩大。特种设备在经济和社会发展以及人民生活中发挥巨大作用的同时,其事故也频繁发生,安全问题日益突出,安全形势不容乐观。为了遏制事故的发生,提高特种设备安全管理能力,保障人民群众生命和财产安全,本文对特种设备事故进行分析和评价,同时开发特种设备特种设备信息管理系统。 本文首先统计分析特种设备安全事故,根据事故发生原因的统计结果,结合事故致因理论,辨识特种设备使用中的危险有害因素,运用模糊数学对特种设备的安全状况进行综合安全评价;其次,对我国现行特种设备法律法规和存在的问题进行研究,提出“法律一行政法规一部门规章一安全技术规范一引用标准”五个层次的特种设备法律法规标准体系,建立完善适合我国的法律法规体系,为特种设备监管提供法律依据;最后,调研特种设备管理工作的需求,运用Access数据库建立特种设备信息管理系统,实现特种设备基本信息管理和分析统计功能,提高特种设备的管理效率。本文通过研究、分析、归纳、总结,力求为科学有效地提高特种设备安全管理水平,最大限度地减少特种设备安全事故的发生。
[Abstract]:With the rapid development of economy and society, the number of special equipment, such as boilers, pressure vessels, pressure pipes, elevators, lifting machinery, passenger ropeways, large amusement facilities and motor vehicles in the yard (plant), has increased rapidly. Special equipment plays a great role in economic and social development as well as people's daily life. At the same time, accidents also occur frequently, safety problems become increasingly prominent, and the security situation is not optimistic. In order to curb the occurrence of accidents, This paper analyzes and evaluates the accidents of special equipment and develops the information management system of special equipment and special equipment in order to improve the ability of safety management of special equipment and ensure the safety of people's life and property. In this paper, first of all, the special equipment safety accidents are statistically analyzed. According to the statistical results of the causes of the accidents, combined with the theory of accident causes, the dangerous and harmful factors in the use of special equipment are identified. Fuzzy mathematics is used to evaluate the safety of special equipment. Secondly, the current laws and regulations of special equipment and the existing problems are studied. This paper puts forward five levels of special equipment law and regulation standard system, which is "law-administrative regulation, department regulation, safety technical norm-quoting standard", establishes and consummates the law and regulation system suitable for our country, and provides the legal basis for the supervision of special equipment. Finally, the demand of special equipment management is investigated, and the information management system of special equipment is established by using Access database. The basic information management and statistical analysis function of special equipment are realized, and the management efficiency of special equipment is improved. The purpose of this paper is to improve the safety management level of special equipment scientifically and effectively, and to minimize the occurrence of safety accidents of special equipment.
