网络政治参与和我国政府治理模式转变研究

【摘要】：互联网和信息技术的迅猛发展,给社会经济、政治、文化发展带来极大变化,对人们的生活、工作、思维、交互方式产生深刻影响。互联网改变了人们的世界观和价值观,增强了公民政治参与意识和素质,扩大了公民政治参与渠道,增进了普通公民与政府官员的交流互动,改变了公共决策模式,极大地促进了社会主义民主政治进程。近年来,我国政府高度重视电子政府建设,重视收集网络民情民意,为公民提供方便快捷高效的网上服务；与此同时,我国公民也纷纷乐于运用网络进行政治参与,表达政治见解和利益诉求。然而,网络政治参与在给我国当前政府治理模式带来积极效应的同时也不可避免地带来了消极影响。本文通过对网络政治参与现象和政府治理模式进行理论分析,研究现阶段我国网络政治参与现状和政府治理情况,结合大量热点网络案例,着重分析研究网络政治参与给我国当前政府治理模式所带来的正效应,如有助于改变政府的执政理念,推动政府职能转变、实现公共决策的科学化和民主化、营造良好的政治生态环境、维系社会稳定等；同时,深刻分析网络政治参与给我国当前政府治理模式带来的诸如数字鸿沟、网民非理性无序政治参与、削弱主流意识形态控制、威胁政府权威等负效应；进而提出要“趋利避害”,即采取有效措施抑制或消除网络政治参与所带来的负效应,充分利用网络政治参与的正效应推动政府在治理理念、治理结构、治理目标、治理机制上有所转变,从笔者所描述的“传统治理模式”向“新型治理模式”转变,进而达到“善治”的目的。
[Abstract]:The rapid development of the Internet and information technology has brought great changes to the social economy, politics and culture, and has had a profound impact on people's lives, work, thinking, and the way they interact. The Internet has changed people's world outlook and values. It has enhanced the consciousness and quality of citizens' political participation, expanded the channels of citizen's political participation, enhanced the communication and interaction between ordinary citizens and government officials, changed the mode of public decision-making, and greatly promoted the process of socialist democratic politics in recent years. The Chinese government attaches great importance to the construction of electronic government and the collection of public opinion on the Internet to provide citizens with convenient, fast and efficient online services. At the same time, our citizens are also willing to use the network to engage in political participation. Expressing political opinions and interests... however, The network political participation has brought the positive effect to the current government governance pattern of our country at the same time has brought the negative influence inevitably at the same time. This article carries on the theoretical analysis to the network political participation phenomenon and the government governance pattern. This paper studies the current situation of network political participation and government governance in our country at present. Combined with a large number of hot network cases, it focuses on analyzing the positive effects of network political participation on the current government governance model of our country. For example, it will help to change the governing concept of the government, promote the transformation of government functions, realize the scientization and democratization of public decision-making, create a good political ecological environment, and maintain social stability; at the same time, It deeply analyzes the negative effects brought by the network political participation to the current government governance mode of our country, such as the digital divide, the irrational and disordered political participation of Internet users, the weakening of the mainstream ideology control, and the threat to the authority of the government. Then, the author puts forward the idea of "seeking advantages and avoiding disadvantages", that is, taking effective measures to restrain or eliminate the negative effect brought by network political participation, and fully utilize the positive effect of network political participation to promote the government's governance idea, structure and goal. The mechanism of governance has changed from the "traditional governance model" to the "new governance mode" described by the author, so as to achieve the goal of "good governance".
