【摘要】：进入新世纪以来,我国的电信行业发生了翻天覆地的变化,三家移动通信运营商在经过前期的高速发展以后,不得不面对市场逐渐饱和以及资费不断下降所带来的巨大压力。在目前的国家政策环境以及竞争背景之下,除了利用客户规模的增长,拉动传统语音业务收入,推进数据增值业务的使用来增长收入等手段以外,减少企业在运营当中由于收入流失而产生的损失,同时将损失转化为收入回报,以保障尽可能多的获取收益,是当前通信企业所必须要面对的重大课题。随着我国3G牌照的发放,以及相应技术应用的大量引进,电信运营商的技术环境面临着愈加复杂的局面,通信行业的流程、产品、服务,以及支撑系统和设备的更新,将更加快速,同时也会加大计费收入损失所带来的风险。为了提高我省移动公司在收入保障和管理方面的水平,亟待实施一套全面和系统的收入保障体系。本文首先介绍了在电信行业开展收入保障工作的背景和意义,界定了收入保障工作的定义、分类,收入保障的环节等；其次对江西移动收入保障系统的现状进行了分析,通过SWOT分析法,将实施收入保障工作的优劣性进行了比对,证明了开展收入保障工作的必然性,并从业务流程各环节、显性收入流失、隐性收入流失以及潜在收入流失几个方面剖析了存在的问题；再次通过对南昌移动公司的案例分析,检验了收入保障系统的实施效果；最后从系统思维、方法创新、手段与工具和管理等方面对收入保障的改进措施进行了探讨,并对研究进行了总结和展望。
[Abstract]:Since entering the new century, the telecommunications industry in our country has undergone tremendous changes. After the early rapid development of the three mobile communication operators, In the current national policy environment and in the context of competition, in addition to taking advantage of the growth in customer size to boost traditional voice business revenue, In addition to promoting the use of data value-added services to increase revenue and other means, reducing the losses caused by the loss of revenue in the course of operation, and at the same time converting the losses into revenue returns, in order to ensure that as much revenue as possible can be obtained, With the issuance of 3G licenses and the introduction of a large number of corresponding technology applications in China, the technical environment of telecom operators is facing an increasingly complex situation, and the communication industry processes and products, Services, as well as support systems and equipment updates, will be faster and will also increase the risk of loss of billing revenue. It is urgent to implement a comprehensive and systematic income security system. This paper first introduces the background and significance of the income security work in the telecommunications industry, defines the definition, classification, and links of the income security work, and then analyzes the current situation of the mobile income security system in Jiangxi Province. By means of SWOT analysis, the advantages and disadvantages of implementing income security work are compared, and the inevitability of developing income security work is proved. Through the case study of Nanchang Mobile Company, the paper tests the effect of the income security system. Finally, from the perspective of system thinking and method innovation, the paper analyzes the problems existing in the loss of hidden income and the loss of potential income. The improvement measures of income security are discussed in the aspects of means and tools and management, and the research is summarized and prospected.
