【摘要】：在探析当前全球电信业发展现状的基础上，本文基于电信业“先行国家”、“跟进国家”和“赶超国家”的原则选择美、日、法三国电信市场作为研究样本。首先，探讨其电信业发展的共性和区别，并洞悉当前电信业发展重点和未来发展方向；其次，综合法律环境、监管体系、行业政策、市场结构和企业战略等要素进行行业整体分析，对美、日、法电信业发展历程进行综合比较研究；再次，通过构建综合评价电信业发展经济绩效的模型，对美、日、法电信业可持续发展的进程和实施效果做出客观评价；最后，根据前文研究的结论，综合评价美、日、法电信业发展的主要有益经验，并结合中国电信业发展历程与现状，，提出促进其发展的相关建议。
[Abstract]:On the basis of analyzing the current development situation of global telecom industry, this paper chooses America, Japan, France and France as the research samples based on the principles of "leading country", "following up country" and "catching up with country".First of all, to explore the common features and differences in the development of its telecommunications industry, and to gain insight into the current development priorities and future development directions of the telecommunications industry; secondly, to integrate the legal environment, regulatory system, industry policies,The market structure and enterprise strategy are analyzed as a whole, and a comprehensive comparative study is carried out on the development process of the telecommunications industry in the United States, Japan and France. Thirdly, through the construction of a comprehensive evaluation model of the economic performance of the telecommunications industry, the paper makes a comprehensive analysis of the development of the United States and Japan.Finally, according to the conclusions of the previous study, the author synthetically evaluates the main beneficial experiences of the development of the American, Japanese and French telecommunications industry, and combines the development course and current situation of China's telecommunications industry, and makes an objective evaluation of the process and implementation effect of the sustainable development of the French telecommunications industry.Put forward the relevant suggestions to promote its development.
